  11. IF THE ENCASHED PERIODS ARE DEBITED FROM LEAVE ACCOUNT EVERY TIME HOW CAN THE ORDER STATES THAT IT WILL NOT BE DEDUCTED FROM THE MAXIMUM AMOUNT OF EARNED LEAVE ENCASHABLE AT THE TIME OF RETIREMENT! MOREOVER, THE RATE OF ENCASHMENT IS LOWER NOW AND IT WILL BE HIGHER WHEN A PERSON RETIRES AFTER 10 OR 15 YEARS THEN WHY SHOULD ONE TAKE ENCASHMENT NOW IF THE LEAVE IS TO BE DEBITED FROM THE ACCOUNT. IT’S ALL WRONG.

  12.
