DA Calculation Sheet: The DA for Central Government Employees was earlier calculated based on the consumer price index with the base year 2001. The Central Government replaced it with a new consumer price index with the base year 2016 to calculate the DA from September 2020.

    Central Govt yet to to announce DA rate for Jan,2013 but we have already confirmed you that DA rate for Jan,2013 will be 8 % (80%total) and now it is Just a formality to declare it officially.Now we have estimate /expected da rate wef 01.07.2013.We Know it is very early to calculated the DA rate for July 2013 as Government has not yet decided about the DA rate wef 01.01.2013. Though the estimate is based on few assumption but it is not a rough estimate .
    DA(dearness allowance) rates are fixed on the basic of All India Consumer Price Index for industrial workers.Base year has been taken as 2001. This new DA rate system is adopted by Central and State Governments and public sector Under takings from 01.01.2006 with new pay scale as declared by the Pay commission . DA rates are to be announced half yearly basis and applicable from first of January and First of July.
    How to calculate Dearness Allowance from the year 2006:
    It is very simple ,suppose if you want to calculate Dearness Allowance with effect from Jan-13, get the average of monthly All India Consumer Price Index for industrial workers with the base year 2001=100 for the preceding 12 months and apply the same in the following formula

    Dearness Allowance = (Avg of AICPI for the past 12 months – 115.76^)*100/115.76^
    (ignore fractions)
    ^ Here 115.76 means average of price index from Jan 2005 to Dec 2005.
    Avg of AICPI for the past 12 months =Total of index from July,2012 to June ,2013 divided by 12(months)

    So to calculate Estimated DA rate wef July,2013 (01.07.2013), we need Price index average from July, 2012 to June,2013.
    As per Labour Bureau, Department Statistics, Government of India website index for July 2012 to December ,2012 has already been declared .
    However Price Index from January ,2013 to June,2012 is yet to be declared,
    So to estimate the DA rates wef July ,2013 we have estimated the Price Index from January,2013 to June ,2013 . We will revise the Calculation as and when these months actual figures will be available.

  8. The Govt. of Tamil Nadu in G.O.Ms.No. 7, Finance, dt. 6th June, 2012 have enhanced the Health Fund subscription/premium to Govt. Pensioners from Rs.100 to Rs.150/- with effect from 1-1-2012 but keeping the actual cost of Health treatment ceiling to Govt. Pensioners and their spouse (s) at Rs.1,00,000/- or Rs. 75,000/- whichever is less.

    The Govt. in G.O.Ms.No.243, Finance, dt. 29th June, 2012 have issued orders enhancing the total coverage to Rs. 4 lakh to serving Govt. employees and their spouse(s) with a same monthly subscription/premium of Rs. 150/-. The following comparative statement will speak for itself the details of Pensioner’s Health Fund, 1995 and New Health Insurance Scheme, 2012:-

    1 For serving Govt. employees monthly Premium Maximum ceiling limit of treatment
    Rs.150/- Rs. 4 lakh

    2. For Govt. Pensioners Rs.150/- Rs. 1 lakhs or actual cost
    Rs. 75,000/-
    whichever is less

    From the above comparative statement, it may be seen that the maximum coverage to Govt. Pensioners and their spouse(s) restricted to actual cost of treatment to Rs. 1,00,000/- or Rs.75,000/- whoever is less whereas the serving employees and their spouse(s) have been permitted to incur a maximum cost of treatment at Rs. 4 lakhs with the same premium/subscription of Rs.150/- p.m. which is against “Natural Justice” and “Social Obligation”
    It is therefore requested that Govt. of Tamil Nadu should raise the ceiling of Health coverage limit of Health Scheme to Govt. Pensioners & their spouses be fixed at Rs. 4 lakh on par with serving employees as “Social Security Obligation” to Government Pensioners in recognition of their service to the Society as a whole and thus save the families of Senior Citizen.

  9. Total cumulative increase of points from Feb 13 to June 13 should be 19. For example if increase in Feb is 2 points then effectively for 5 months it will be10. Say for March also increase is by 2 points then for 4 months , it’s impact shall be 8 points. And now we need increase of 1 point in any month in next 3 months, which is a very nominal rise. That is why I have said earlier that my gut feeling is that additional DA @ 10 percent we may get from July 13

  12. Then also it will be 9%. For 10%, there should be nominal increase every month during next five months.
    My gut feeling is that DA wef 1st July 2013 shall be 90% i.e. increase of 10%. The position shall be reasonably clear on 31st March.
