  1. Sir,

    I joined as LDC in the year 2000 and promoted as TAX Asstt.(existing Grade pay 2400) w.e.f. 07.07.2003. I got one MACP upgradation (2nd) on completion of 10 years service in the grade of Tax Assistant in the grade pay of Rs. 2800 w.e.f. 07.07.2013. The grade pay of 2800/- does not belongs to my promotional hierarchy. Recently I saw CAT/High Court/Supreme court order for granting MACP on promotional hierarchy.

  2. Sir due to my extreme domestic problem I had to change my trade from csbo gr1 to ldc and I was transfrd from signal regt to mes org. As on date I have completed 27 years of my service but in mes my pay has been fixed in pb 1 with grd pay 1900 while joining to mes org I was in the pay scale of rs 5000-150-8000 and my basic pay was rs 5450. My date of apt is 13.8.1986 & joining to mes as ldc is oct 2005.pl help me and info me the pay band and grade pay is

  3. I was appointed as LDC on 29.04.1983 & promoted to the post of U.D.C. on 30.10.1987. Thereafter I got promotion to the post of Office Assistant in grade pay of Rs. 4600/- on 15.09.2006. Please tell me when I will be entitled for IIIrd MACP.

  4. i joined djb as dm/ii on 9/4/81.then through direct recuitment i was promoted as dm/i on 23/12/1993.3rd macp was given on 9/4/2011 &2nd acp was given on 9/4/2005 now depptt. is reconsidering my entry grade instead of 9/4/81 to 23 /12/1993. the depptt is waiving my 12 years of service in the same depptt while itook the permmision.nothing has been given on permotion only pay protection was given. pl help

  5. Sir,

    I joined MES (Military Engineering Services), as an LDC on 10 Feb 1984. During June, 1984 I appeared in a Competitive Exam for Steno Gde III as a departmental candidate. As per the prevailing Recruitment Rules (RRs) at that time, I was ‘promoted’ instead of recruited afresh as a direct recruitment after conducting a DPC.

    Further, I as result of implementation of 4 Grade structure in MES, I was promoted as Steno Gde-II wef 05 Jun 1992 and since then (about 21 years till date) I am stagnated on the same position and have not earned any promotion or ACR/MACP etc. despite meritorious services. As per that time’s RRs of MES “the post of Steno-III is to be filled by promotion from LDCs, failing which by transfer and failing both by Direct Recruitment”.

    DOP&T vide OM No. 35034/1/97-Estt(D)(IV) dated February 10, 2000 in response to Query No. 8 as to whether Steno Gde-III inducted from amongst LDCs should be treated as ‘Direct Recruitment’ or not, has clarified that induction of LDC to the aforesaid grade (Steno-III) through Limited Departmental Competitive Exam may be treated as direct recruitment for the purpose of benefit under ACPs.

    May you please confirm to me, where do I stand and what is my entitlement in view of above. In fact I am feeling very aggrieved when my juniors are getting Grade Pay of Rs. 4600/- and I am getting only Rs. 4200/- as also I am not in a position to apply for the post of Private Secretary outside on deputation basis.

  6. Sir,
    I am a Graduate Trained Teacher. My 3rd MACP has been debarred on the graound that I have refused the promotion to the post of Post Graduate Teacher. Whereas the vertical promotion of a GTT is of Middle school Headmaster which I have not been offered so far.
    Since the Post Graduation is a mandatory requirement for promotion as PGT and it is done by the willing teachers on his own expenses, promotion to the post of Post Graduate Teacher is an additional opportunity for GTT.
    Please clarify if MACP can be barred for refusing the promotion as PGT for which additional qualification is required.

I am retired employee of the office of the development commissioner for handicrafts and was having the grade pay of Rs.6600 and was due for 3rd Macp in the grade of Rs 7600.The department has not granted the macp because of benchmark not being verygood,keeping aside the office memorandum No.35034/3/2008-Estt(D)(VOLII)dt4.10.2012.Moreover I was in the pay scale of 15600-39100 in PB-3 and having more than thirty years of service at back .

I have filed an Original Application OA/145/2013 before the Hon’ble CAT Bombay Bench at Mumbai,challenging the constitutional and legal validity of the Office memorandum issued by DOPT to change the effective date of MACPS fixed, by the Government Resolution as 01/06/2006 to 01/09/2008. Preliminary hearing was held on 22/03/2013. It is adjourned to 16/04/2013 for further hearing.

I JOINED C.I.S.F IN 27-10-1990 .1ST A.C.P GET IN 27-10-2002.I GET ORDER FROM DEPARTMENT FOR P.C.C COURSE ON DATE OCTOBER,2004.RESULT OF P.C.C COURSE FOR PT WAS SUPPLEMENTARY IN JANUARY 2005 AND I AM QUALIFY IN ALL SUBJECT.IN MARCH,2005 I AM QUALIFY IN PT .THEN C.I.S.F DEPARTMENT WAS WITHDRAWL FOR 1ST A.C.P AND RECOVERY OF 27-10-2002 TO JUNE,2005.AFTER 21 YEARS 9 MONTHS I GET 1ST PROMOTION IN JUNE 2012 CONSTABLE TO HEAD CONSTABLE.THEN THE DEPARTMENT GIVE 1ST A.C.P IN JULY,2005 AND SECOND A.C.P IN JULY,2013.ACCORDING TO MACP Clarification from MOD : MACP upgradation to MTS of AFHQ/ISOs on completion of 10/20/30 years regular service I GET 2ND ACP IN 27-10-2010.BUT MY DEPARTMENT OREDER ME FOR 2ND A.C.P IN JULY,2013.

  10. I am submitting herein under my MACP problem. Please first read out the situation and events as listed below then post your suggestion/comments.
    1. I got enrolled as recruit General Duty in Assam Rifles at the pay scale of Rs. 175/-in 1983
    2. I become rifleman general duty after passing out my basic training on 21 Jan 1984 and my pay fixed at Rs. 195/-.
    3. Subsequently on 21 Dec 1985 i re-mustered to the Lance Naik Writer (One of clerical cadre) (Please under stand this is an appointment and not promotion) at the pay scale of Rs 210/-. The hierarchy of clerks at this point of time was as:- RIFLEMAN CLERK( LANCE NAIK WRITER)-NAIK CLERK- HAVILDAR CLERK-NAIBSUBEDAR CLERK- SUBEDAR CLERK – SUBEDAR MAJOR CLERK
    4. 4th CPC introduced wef 01-01-1986. Pay scale in respect of AR personnel which was on ARMY ANALOGY IN 3RD CPC ceased and new pay scale granted as per other CPOs. No differences in general duty cadre and clerical cadre’s pay scale after 4th CPC as it was existing in 3rd CPC.
    5. I was PROMOTED to the rank of NAIK CLERK wef 09 Mar 1989 at the pay scale of 950-20-1100.
    6. On 1-1-96 5th CPC introduced and rank of NAIK in all CPOs merged with HEAD CONSTABLE (or u can say that pay scale of Naik and Head constable/Havildar MERGED) wef 10 Oct 1997. Accordingly I merged in the rank of HAVILDAR CLERK wef 10 Oct 1997
    7. Meanwhile Govt of India introduce the rank of WARRANT OFFICER CLERK in respect of clerks only who were Havildar Clerk on 10 Oct 1997. Hence the all clerks promoted to HAVILDAR CLERKS prior to 10 Oct 1997 were promoted to rank of WARRANT OFFICER CLERK in pay scale of 4000-100-6000. Hence on 10-10-1997 hierarchy of clerks cadre become as RIFLEMAN CLERK-HAVILDAR CLERK-WARRANT OFFICER CLERK- NAIBSUBEDAR CLERK- SUBEDAR CLERK – SUBEDAR MAJOR CLERK
    8. RECRUITMENT RULES framed in respect of all ranks of Assam Rifles in 2001.
    9. I got PROMOTED to the rank of WARRANT OFFICER CLERK after meeting the requisite qualitative requirements (QR) as per recruitment rules 2001 on 30 Nov 2002.
    10. On 29 Oct 2002, Govt of India approved that with immediate effect the ENTRY LEVEL OF CLERKS IN ALL CPMF WILL BE AS HAVILDAR CLERKS at the pay scale of Rs. 3200-85-4900. All the existing RIFLEMAN CLERKS were promoted/upgraded to the rank of Havildar clerks notwithstanding the other qualitative requirements prescribed in the RECRUITMENT RULES. EVEN ONE YEAR OLD RIFLEMAN CLERK also become a Havildar clerk. Hence on 29 Oct 2002 hierarchy of clerks cadre become as HAVILDAR CLERK-WARRANT OFFICER CLERK- NAIBSUBEDAR CLERK- SUBEDAR CLERK – SUBEDAR MAJOR CLERK

    10. On RESTRUCTURING THE FORCE IN 2003, the following hierarchy in clerk cadres approved by the MHA and still going on as HAVILDAR CLERK- NAIBSUBEDAR CLERK- SUBEDAR CLERK – SUBEDAR MAJOR CLERK
    11. The existing Warrant officer clerks who were qualified as per recruitment rules 2001 for promotion to the rank of Naib Subedar Clerks in bulk (it may be treated on abolish the rank of warrant officer clerk they merged to the rank of Naib Subedar Clerk). Herein may please be noted that as per Govt of India policy that on re-structuring or introduction of new pay commission the amendment in recruitment rules where necessary may please be carried out within six months by the respective departments. However in Assam Rifles the case was not taken up with MHA for two years after restructuring the force for amendment in recruitment rules.
    12. On 29 Apr 2006 necessary amendment notified by the Govt of India and all existing warrant officer clerks were promoted to the rank of Naib Subedar Clerks.
    13. In 2008 6th CPC introduced wef 01 Jan 2006 and MACP allowed wef 01 Sep 2008 by the GOI.
    NOW MY QUESTION IS THAT AS I HAVE COMPLETED 25 YEARS OF SERVICE AS ON 01 SEP 2008 MAY I REQUEST FOR CLARIFICATION:-
    I) WHETHER FOR GRANT OF MACP, PRESENT HIRERACHY TO BE TREATED MY INITIAL RANK AS HAVILDAR BY IGNORING THE PAST PROMOTION/UPGRADATION AS RIFLEMAN CLERK/LANCENAIK WRITER AND NAIK CLERK OR NOT, BY IGNORING ALL PREVIOUS PROMOTION/UPGRADATION BETWEEN RIFLEMAN TO HAVILDAR.
    II) SINCE RANK OF WARANT OFFICER CLERK HAS BEEN ABOLISHED IN 2003 AND NOT PART OF PRESENT HIERARCHY WILL BE COUNTED FOR GRANT OF MACP OR NOT IN RESPECT OF PERS WHO WERE PROMOTED TO THE RANK OF WARRANT OFFICER CLERK PRIOR TO 2003.
    III) PROTECTION OF PAY IN RESPECT OF SENIOR EMPLOYEE IN EVENT OF GRANT OF MACP AS PER FR 22 IS CORRECT OR NOT.
    DOPT IS REQUESTED TO CLARIFY THE SAME

  11. I joined Indian Air Force as Stenographer on 12 March 1976 and hence completed 30 years of service as on 12 March 2006 without refusing any promotion. However, during 2007 I refused promotion due to posting out. I am denied 2nd and 3rd financial upgradations as per MACP Scheme stating that I have refused promotion prior to MACP scheme which was made applicable from 2008. Please clarify whether I am entitle for 2nd or 3rd financial upgradations since I have completed 20 years and 30 years of service without refusing any promotion.

    I was appointed on deputation as safety officer in the GP 4600/-wef 12 Nov 2007, and I opted parent cadre(Sr.D’man) basic+GP4200+deputation allowance. Now MACP ( Sep 2008)was awarded in parent cadre i.e.GP4600. Should I eligible to draw GP4600+Deputation allowances because I am not exceeding deputation post Grade pay ie. 4600/-. Please Clarify with rules

  13. I JOINED AS ASM(GP2800) IN MYS DIVN AND I GOT PRAMOTION IN JUNE 2006; IN MONTH OF JULY 2012 I HAD BEEN TRANSFER FROM MYS DIVN. TO MLDT DIVN ON MY REQUEST ON BOTTOM SENIORITY IN INITIAL GRADE.KINDLY TELL ME WETHER I AM ELIGIBLE FOR 1ST MACP OR NOT?

  14. Respected sir,
    I want to know that my date of joining is 13.01.2003 and my service would be completed ten year i.e. 13.01.2013. I have entitled for MACP (1st). I am in 1900 grade pay. Can i get one increment also on the 13.01.2013 or only 100/- Rs. would be meet to me as increase in my grade pay i.e. 2000/- grade pay. My basic is now 1.7.2012 is 9860 include grade pay 1900. What will be my new grade pay on 13.01.2013.

  15. I joined in postal department as PA on 16.6.1999. After limited departmental examination of stenographers I joined as Stenographer Grade III on 18.04.2004 in the pay scale of 4000 -100-6000(5th CPC).which has been converted into payband of 5200-20200 with grade pay 2400.Now, when I will get MACP and with what grade pay.

  16. I joined National Institute of Health & Family Welfare, New Delhi under the Ministry of Health and Family Welfare, Govt. of India’s services on 27.2.1975 as Stenographer Gr. III in the Pay Scale of Rs. 4000-6000 through Direct Recruitmet. I was promoted as Stenographer Gr. II in the Pay Scale of Rs. 5500-9000 trough limited departmental examination during July, 1999 and thereafter I was awarded one ACP in the Pay Scale of Rs. 6500-10500 on 09.8.1999. In this regard, completed 30 years of service on 27.02.2005 and I was retired on 31-10-2006. As per MACPS, kindly advice whether I am eligible for 3rd financial up gradation on 27.02.1995 (i.e. on 01.01.2006 date of implementation of 6th Central Pay Commission)

  17. I have joined the Assam Government Grade D service in November 2008 but working as Computer Operator and my qualification is BA (English) + H.S. (Hindi) + Type writing + Computer Diploma of 6 months. Should I may get promotion to Grade -C posts

  18. 1. I joined ICAR services on 21.6.1975 I was promoted to UDC trough limited departmental exam during 1983 and thereafter promoted to Asstt. on 27.4.1993. I refused promotion as AAO offered to me during Sept. 2005(i.e. after 3 months of completion of 30 years of service). I had completed 30 year of service on 21.6.2005 and 10 year of service as Asstt. on 27.4.2003. As per para 25 of MACP kindly advice whether I am eligible for 3rd financial up gradation on 27.4.1993 (i.e. 1.9.2008 date of implementation of macp) as my office has not granted me 3rd financial up gradation with the view that I had refused promotion offered to me during sept., 2005 whereas I had been stagnated to the post of Asstt. on 27.4.2003.

  19. I joined as LDC in CSSS and later through open competitive examination I joined Ministry of external affairs in 1992 as Grade III Stenographer. Again through Limited Departmental Examination I got promotion and joined as Grade C Stenographer in the scale of Rs. 5500-175-9000 in March 1997. Now MACP Scheme has been launched after implementation of 6th Pay Commission. Please clarify now I am entitled to 1st financial upgradation or 2nd financial upgradation in terms of MACP Scheme. Please clarify.
