Sub : Freezing of Dearness Allowance to Railway Employees and Dearness Relief to Railway Pensioners at current rates till July 2021

A copy of the Office Memorandum No 1/1/2020-E-II(B) dated 23.4.2020 of Ministry of Finance (Department of Expenditure)on the above mentioned subject is enclosed herewith for necessary action and compliance. This order shall apply mutatis mutandis on Railways also.

2. This issues with the approval of Competent Authority and concurrence of Associate Finance Railway Board.

  1. I am not an economist.yet what l say may look real. DA/DR r given as compensation for inflation. If they r not paid ,as inflation will not go away, it has to be met from the existing income i.e. basic pay/ pension . Thereby the value of basic pay/pension gets reduced by that%, which presently is 4%. As the time go one day the value of pay/pension may attain zero value.well if it is restored by 01/7/2021, by then the value of pay/pension money would reduce by 16% (assuming the inflation goes at the uniform % of 4%).So for these 18 months ,pay/pension r to be received at the reduced value of money,if Cabinet approved DA/R not paid.To that extent v r pushed to poverty.
