PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-

(a) whether the Government has formulated any scheme to fulfil the medical and education related necessities of Government employees;

(b) if so, the details thereof; and

(c) if not, the steps being taken by the Government in this regard?

(a) & (b): According to Ministry of Health & Family Welfare, to fulfil medical related necessities of Government servant, Central Government Health Scheme (CGHS) was started in 1954 for providing comprehensive medical care facilities to serving/retired Central Government employees and their families. CGHS facilities are admissible to all the Central Government Servants who are paid their salary/pension from the civil estimates of the Central Government and having their place of residence in an area covered by a CGHS Wellness Centre. CGHS was started in Delhi in 1954 and has now been extended to 70 other cities across the country. Wherever CGHS is not available, Central Government serving employees are governed by Central Service (Medical Attendance) Rules, 1944.

Further, to enhance the educational level, a Government employee is permitted to avail Study Leave upto 24 months in his entire service and 36 months for Central Health Scheme officers. Similar facility is also available under AIS (Study Leave) Regulations, 1960 for AIS officers.
