OFFICE MEMORANDUM

Subject:- Rate of Dearness Allowance applicable w.e.f.1.7.2016 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th Central Pay Commission

Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, this Department vide O.M.No. 1/2/2016-E.II(B) dated 4th November, 2016 had. issued orders on rate of Dearness Allowance (DA) payable to Central Government employees based on the revised pay structure that came into effect from 01.01.2016.

2. The above rate, however, is not applicable to those Central Government employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPC’s recommendations or to those whose pay and allowances had not been revised, for different reasons.

3. Further, as the recommendations of 7th CPC have not been made applicable to the employees of Central Autonomous Bodies as of now, they continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations. Therefore, the above rate of DA is also not applicable to these employees also.

4.The rate of DA w.e.f.01,01.2016 for Central Government employees and employees of Central Autonomous Bodies in pre-revised scale of pay, were issued by Department of Expenditure vide O.M.No. 1J1/2016-E.II(B) dated 7th April, 2016.

5. Accordingly, the rate of DA admissible to employees of Central Government and Central Autonomous Bodies who continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations, shall be enhanced from the existing 125% to 132% w.e.f.01.07.2016.

6. The contents of this Office Memorandum may also be brought to the notice of the Organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

    Implementation of 7 the pay commission to autonomous body employees is ye t to s e e the. Light o;f the day .atleast dr to pensioners is not issued . Where we are going leaders are enjoying tax payers money for their foreign tours &hiking their emoluments many folds neglecting employees & pensioners.

The lackadaisical attitude of Deptt.of Expenditure,Ministry of Finance in not releasing the dearness relief to pensioners of central autonomous organisations when their serving employees have since received their DA @7% from july,2016 clearly indicates the pathetic attitude of the present govt.which has taken a U turn by resorting to Minimum Governance .The PM has a clear and bold vision to make our country an economically strong and vibrant but regretfully,the big and small babus of his Ministries are sleeping and nonchalant.How can our country advance when a simple order of payment for Dearness Relief to pensioners of Central Organisations is .gathering dust hanging in between the files of Babus.I sincerely feel that this matter needs to be brought to the notice of the PM and l;et us then hear his Man Ki Baat.

    I am, yet to get 132% of DA from 1st July, 2016. Please let me know for the delay.

  4. What to talk of 7th pay commission to pensioners,the orders for dearness relief to pensioners of autonomous bodies have not been issued yet. eagerly awaiting for the orders

    (1) 7th CPC has been given to Central Govt employees but not to Autonomous bodies.
    (2) DA, given to Central Govt and Autonomous bodies’ employee’s wef 1.7.2016 but DA not given to Autonomous bodies pensioners.
    This is the first govt after independence of India which is treating its employees with different yard sticks.

  6. DR to central govt. autonomous bodies pensioners is not yet announced. So also the 7th pay commission orders also not yet come to central govt. autonomous bodies employees and pensioners. When can we expect these orders? Eagerly awaiting for dearness relief orders.

  12. Scientists are only felicitated by PM but deprived from 7th Pay Commission this time though PM himself is President of organization!! This is their value.

    Besides pensioners of autonomous bodies are deprived from revision due after 7th Pay Comm as well as current DA. Good days !

  13. When will the orders be issued for Dearness Relief for the Pensioners of Autonimous Bodies wef 01.07.2016, as their pay scales have not been revised as per 7th CPC. They are still receiving Pension and Dearness Relief as per 6th CPC.
    The orders for revision of DA for the employees of Autonomous Bodies have been issued on 09.11.2016.
    The orders for revision of Dearness Relief to Central Government Pensionerss have been issued on 16.11.2016

    The para you refer tells that the 2% DA declared earlier is not applicable to autonomous bodies as they have not been extended 7th cpc recommendations.

    The last paragraph clearly mentions that 132% DA is applicable to those who continue to draw 6th CPC pay scales and theautonomous bodies.

    Hence 7% DA is ment for autonomous bodies. There is no doubt at all.

    But, when 7th cpc recommendations will be extended to autonomous bodies remains under illusion. The answer remains with PMO or finance ministry!

    We need to wait and wait having no answer left to us.

    It is not clear whether the autonomous bodies is recommended or not for increase in DA, since the autonomous bodies have already been not recommended 7th CPC. Kindly clarify.
