Subject: Pay fixation on grant of non-functional selection grade (NFSG) to UDCs of CSCS and Stenographer Grade ‘D’ of CSSS subsequent to implementation of CCS ( Revised Pay) Rules, 2008 – reg.

The undersigned is directed to refer to this Department’s O.M No. 6/6/2011-CS-II(C) dated 22/9/2011 regarding issuance of zone of consideration for placement of eligible Stenographer Grade ‘D’ in Non Functional Selection Grade (NFSG) consequent upon creation of new grade of UDC (NFSGJ and Stenographer Grade ‘D’ NFSG) in CSCS and CSSS respectively vide this Department’s 0M. No. 20/49/2009-CS.ll(B) dated 22/6/2011 and to say that the matter relating to pay fixation on grant of NFSG to UDCs and Stenographers Grade ‘D’ of CSCS and CSSS respectively subsequent to implementation of CCS(Revised Pay) Rules, 2008 has been considered in this Division in consultation with Estt. (Pay) Division.

2. It has been clarified by Estt.(Pay) Division vide their Dy. No. 6117/11- Estt.(Pay I) dated 6/1/2012 that at the time of grant of non functional selection grade to UDCs and Stenographers Grade ‘D’, their pay fixation may be done under the Rule 13 of CCS ( Revised Pay ) Rules, 2008 i.e. they should be granted one increment @ 3% of their basic pay and to the figure so arrived at, the difference in grade pay ( Rs. 4200 — Rs. 2400 Rs. 1800) should be added.

3. All the Cadre Units of CSCS and CSSS are requested to take further necessary action accordingly.

    Sir , I would like to say that the starting pay scale of civilian storekeeper of Indian Air Force was 1200 and the starting pay scale of sergent ( Equipment Assistant) was 1180 in 5th CPC. In 6th CPC the pay scale of Sergent have been increased with grade pay 2800 whereas the grade pay of civilian store keeper in 6th CPC is 2400 only.Where 40% of maximum pay range formula of 6th CPC gone. why not this formula is applicable for defence personal.Now MWO of IAF is also demanding for grade pay of 5400 comparing himself with section officers of AFHQ cadre.Section officer is a gazetted officer whereas MWO is equivalent to Non Commissioned/ Non gazetted.If pay commision is going to grant a step more grade pay to Defence personel what is wrong with civilian counterpart who have been given one grade pay low than defence personel in 6th CPC.

    It is for your kind information, MWO of IAF is equivalent to section officers of AF HQ cadre.It is not only MWO, JWO & WO of IAF is also a gazetted officer grade-II, same as section officer. For your knowledge please read the gazette properly. Sgt and below rank in IAF are non gazetted officer in grade-III.

    Dear Mr AK Chakraborty,
    You should not compare yourself with sergeant or with any service personnel. Defence personnel are signed for 24 hours duties but you are doing only 8 hours. Besides performing routine duties with you, we are also extra duties and other operational & security duties. You have no honest and defensible reason to demand at par grade pay with sergeant. First signed for 24 hours and perform all types of duties similar to service personnel, thereafter claim for the same.

    Is the grade pay of Rs.4200/- been implemented to UDCs of Ministry of Finance by DOPT. If so, what about the UDCs grade pay enhancement of other organisations/ministries. Please convey the outcome of the meeting of pay anomaly committee. Is the grade pay of LDCs and UDCs of CENTRAL GOVERNMENT going to be increased by DOPT.

    AFTER PUTTING 9 YEARS OF SERVICE AS A CORPORAL THERE IS ONLY A INCREASE OF RS 400 IN GRADE PAY.RESPONSIBILITY OF A SERGEANT OR EQUIVALENT IN OTHER SERVICES IS MUCH MORE HE IS A WORKER AS WELL AS A MIDDLE LEVEL MANAGER.IN MY OPINION THE GRADE PAY TO BE INCREASED TO RS 4200/- AT PAR WITH THE UDCS

    grade pay of sgt in IAF is 2800 on which logic it is iaf authority is telling regarding grade pay that it will be 4200 it has been pased from MOD and pending with PMOs office since last three month. Is it correct please confirm thank you.

    I was granted NFSG by order dated 31 December 2013. However, I was on LTC leave and returned from leave on 13 JAnuary 2014. Deptt has fixed my pay from 13-01-2014 but because I will not complete 6 months with increased pay, I will get my increment in July 2015. This will have effect of major penalty as on promotion to SAG the pay scale does not change and I will continuously get the lower pay.
    How do I get benefits from 01-01-2013?
    Will next below rule apply when I get promotion?
