Process to Constitute the 7th Central Pay Commission Along with Finalization of Its Terms of Reference, The Composition and Timeframe Initiated

The Government has initiated the process to constitute the 7th Central Pay Commission along with finalization of its Terms of Reference, the composition and the possible timeframe for submission of its Report. The date of effect thereof will be known once the Report is available.

This was stated by Shri Namo Narain Meena, Minister of State in the Ministry of Finance in a written reply to a question in the Lok Sabha here today.

  1. The 7th pay comm. should maintain the distinction of the various posts instead of clubbing the same into pay bands as done in the case of the 6th pay comm. Due to this system, a lot of people got unduely benefited and a huge mass were put to comparable loss due to anomalies. This should be avoided. If possible more pay bands can also be introduced so that a section of the employees is not unduely benefited.

  2. The pensioners also celebrates their religious festivals in every religion. All pensioners had contributed their working life to the departments.
    In 7th pay commission, provisions to be made for pensioners to get their BONUS with serving staff.

  3. Central government does not have Patwari post Centre . As you know POST of Patwari is handling,maintaing,updation of land records in the state. in addition to these duties he is performing all the duties assigned to Collectorate office which are being executed SDO/SDM and Tehsildar level officer through mainly Patwaries under that Tehsil Hq. It is said that patwari is like a collector in his Patwar Halka(Area). Patwari is responsible for all the activities through out the 24 by 7 .

    The main jobs are as under :-Collection of land revenue, Giving copy of Jamabani/Khaotani, copy of maps of all lands per tenent/farmer, records of cultivated and uncultivated lands, irrigated and barani bhumi details along with the details of foodgrains,oil seeds,dalhan etc cultivated. Division of lands amongs all the tenants who are actually owned the land.make reports for any type of illlegal land acquisitions, conversion of land use as per need of the tenanents making site .report of any untowards incidence like outbreak of fire in the village/dhani, road accident/deaths in the area. full roll to conductting/performing all kinds of duties need for completing all kinds of elections (Vidhan sabah, Lok Sabha, Sarpanch, ward panch etc).and many more works assign at state level.
    The salary of this Post is lesser then a clerk,a IIIrd grade teacher,Gramsevak which is unfair to the Patwari.(present 5200-20000 and grade pay is now 2400 rupees only). Mimimum education qualification should also be increased from 10 th class to Graduate level to perform the duties better in present scenario. Thanks a lot do better for the dignity of this key post in the state.

  4. 6th CPC was very liberal to senior officers particularly Director and above level. Middle level management level was completely neglected. There have been numerous anomalies in their pay which have not been rectified so far.hope 7th.CPC may address these issues suitably. December 20,2013 at 10.30 pm mumbai.

I thanks to the government for early constitute of the 7TH CPC and request the ensuing cheirman should look into the enhancement of the grachuty months from 33 and half to 70 half months salary or 20,000,00 which ever is higher. Leave salary from 10 months to 20 months. And also request to see the enhancement of the CLs from 8 to 15(including 2 RH)

  6. The recommendations of the 6th CPC were seemingly in favour of some section of the top executives in the cadre. It has not adopted a judicious approach in totality with the result some section of serving as well as retired employees, are put to financial loss instead of any relief. So far their grievance is not heard or redressed. I trust the 7th CPC will not only rectify the lapses but will take care of the retired employees who worked in a very difficult environment but not fortunate enough to enjoy the liberal service Benefits otherwise granted to the serving employees.
