OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.7.2011.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1 (2)/2011-E-II(B) dated 24th March,2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 51% to 58% with effect from 1stJuly, 2011.

2 The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3 The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4 These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be Issued by the Ministry of Defence and Ministry of Railways, respectively.

5 In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

  1. The D.A. applicable to pre-revised scale may also be issued in an (one) Order by incorporoting a para in the same order sanctioning D.A. (Dearness Relief/Pre-revised scale applicability etc.) with the concurrence of concrned Section/Department so that stationery, manpower, time consumption etc. may be saved besides promptly satisfyng interests of all sectors of people viz. serving employees or Retired as the case may be. Will the Hon’ble Finance Minisister look into this atleast in future?

  2. The Govt. (both State and Central) issues full page advertisement in dailies greeting Senior Citizens on the eve of “International Day of Older Persons” as if they are really caring for Senior Citizens. But D.A. orders are yet to be issued (except Rajasthan Govt) to Pensioners; whereas the D.A. to serving employees already issued. Mere paper publicity will not help the Senior Citizens; they need timely help. Will the respective State & Central Governments issue D.A. enhancement orders alongwith serving employees at least in future?

  3. Rates of Dearness Allowance applicable w.e.f. 1.7.2011 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th CPC.Please Declared
