Notification for Pre-2006 Pensioners/Family Pensioners seeking of information to facilitate revision of pension as per 6th CPC

ATTENTION :  Central Civil Pensioners / Family Pensioners regarding 6th Central Pay Commission

Revision of Pension/Family Pension of Pre-2006 Pensioners/Family Pensioners is being implemented in terms of Government of India O.M.No: F.No: 38/37/08-P&PW (A) Pt-1 dated 14.10.2008. In order to facilitate the above, pensioners/family pensioners in receipt of pension/family pension through Pension Payment Order (PPOs) issued by Central Pension Accounting Office (CPAO) are requested to provide the following information to the Head of the Department/Office from where the Government Servant retired as soon as possible. It is urged that the formation be provided within one month from the date of issue of Notification

  1. what abt Honorary Commissioned officers(H/Lt &H/Capt) who retired post. Their pension revised wef 24 Sep 2012.
    What abt their arrears from the date when they retired to 23 Sep 2012 as per Supreme Court verdict. Pre 2006 retired Commissioned Officer have received their arrears but Post 2006 retirees awaiting the same. Please clarify that they are eligible or otherwise.

  2. My father retired as Chargeman Gr II from Rifle Factory Ishapore subsequently expired in 1995. My mother is drawing pension. Basic pension 4320/- + DA . Will the revision of pension take place in case of my mother.

  3. it is foolishness to ask for justice from government i retired as chargeman gr 1 from ordnance fy. katni in 1993 but my 4 years trg. oeriod has not been considerd for pension when there is clearcut instuctins to consider full A.T.Strg. period for pension if it is immediately follwed by regular appointment i had submitted sufficient proofs also from other fys. in support of it but no use my p.no was 842210 ppono c/fys/12064/93 pl. do needfull thanks

    I retired from the post of Subedar Major from Central Reserve Police Force on 30/6/2003. My pre-revised scale pay was Rs.6500-10500 which as per the recommendation of VI CPC has been replaced with PB2. I represented to the Director, PAO, CRPF for revision of pension as under:

    PAY AT THE TIME OF RETIREMENT IN THE PRE-REVISED SCALE OF PAY OF RS.6500.10500-8100/-
    @PAY AS PER FITMENT TABLE FOR PB 2 CORRESPONDING TO PRE-REVISED PAY SCALE AS CONTAINED IN ANNEXURE-1 TO MINISTRY OF FINANCE, DEPARTMENT OF EXPENDITURE OM NO.F.NO.1/1/2008-IC DATED 30TH AUG.2008-15070/-
    GRADE PAY CORRESPONDING TO THE PRE-REVISED PAY SCALE AS PER GSR No.622(E) DATED 29TH AUG.2008 APPLICABLE TO SUBEDAR MAJOR OF CPMFs
    UNDER MHA- 4800/-
    NET EMOLUMENT FOR THE PURPOSE OF PENSION AS PER RECOMMENDATION OF VI PAY COMMISSION-19870/-
    PENSION TO BE FIXED @ 50% OF THE EMOLUMENT as per fitment table and Grade pay- 9935/-
    Pension already fixed-9018/-
    Less by Rs.917/- p.m. as per the Principal Bench CATs judgement in favour of pre-2006 retiree.

    What to talk of revision of pension in compliance with the Principal Bench judgment PAO, CRPF did not give any response to my representation despite reminder for more than 5 months now.

    Would you kindly look into for the needful.

    With reference to Central Govt’s notification F.No.38/37/08_P&PWCA dtd.28.1.2013 issued by Govt. of India, Ministry of Personnel, PG&Pension, Deptt. of Pension & Pensioners’ Welfare,Lok Nayak Bhawan,Khan Market, New Delhi 110003 I beg to state that neither the Deptt.(Customs) from where I retired 10 years back nor my bank from where I receive my pension could say anything in the affirmative regarding pay revision for pre_2006 pensioners.It is quite disheartening that a directive issued by Ministry of Personnel, New Delhi is not being implemented even after expiry of long 9 months. Please wake up. Please don’t forget your days after superannuation will face more pecuniary crises with the soaring market trend. Deptt. should do the revision job and instruct concerned persons/deptts. in a manner pensioners need not go from pillar to post.

  6. Sir. I retired from FCI[Food Transferee], govt of India as Dy. Manager from AP on 31-03-1995.I was holding the post of Dist. Manager of FCI then and my lasr basic pay as on
    31-3-1995 was 4275/ in pay scale of 3000- 4500. As a pre 2006 retiree of the Central Govt,
    do I stand to get the benefits of revision of 6th pay commission in Delhi High courts Judgement What action I am supposed to take now. Kindly adviss.

Union of India (&Ors) has gone against the orders of DOP and PW’s orders as also in appeal against CAT’s landmark judgement in WP no. 655 of 2010 through appeal by filing “ EXTRAORDINARY WRIT JURISDICTION” i.e. W.P. (C) No. 1535 of 2012 in February 2012 in High Court of Delhi at New Delhi against Central Govt. SAG & Ors, through Advocate Mr. RUCHIR MISHRA, H-1337, LGF, LAGPAT NAGAR, NEW DELHI–110024. It was felt that those of pensioners who had retired in year 1970 or later would be benefited since even after getting additional pension as per their age when > 80, yet their pension is paltry. How then 6th pc’s following recommendation gets implemented in letter and spirit is not being understood by me.
    “4.2 The fixation of pension will be subject to the provision that the revised pension, in no case, shall be lower than fifty percent of the minimum of the pay in the pay band plus the grade pay corresponding to the pre-revised pay scale from which the pensioner had retired.”
    The Union of India has not thrown any light on the fate of pensioners who retired during IInd CPC, IIIrd CPC, IVth CPC and Vth CPC which had even not bothered to think on these lines, then and as to how the pensioners will survive, as their needs increases with growing age. Even disabilities set in some cases. Disability allowances are also merely placed on records. Never applied in practice, even in cases when pensioners are bed-ridden for many years. Can someone throw some light. Please feel free to write to me and let me know how to go about it on email [email protected]

  8. Sir, Even after the verdict by CAT why is the delay in revising pension? Is there any more sanction from Govt. required? When can we expect the payment?

  9. The notification has not reached to all the pre 20006 pensioners because most of the affected pensioners have no computer facility with them. Only few pensioners who are equipped with the facility have learnt about such a notification. Why not the authorities still in service with all infrastructure available to them, instruct all Departments, to initiate necessary action to revise the pension of all affected pensioners retired prior to 2006. It has been made very clear in the Principal Bench of CAT’s judgement in favour of pre 2006 pensioners that the actual intention of the Govt with regard to fixation of revised pension for the employees retired before 2006, has been given a go-by because of non-application of mind by lower functionaries. Why expect a retired and old person, at the fag end of his life, to do all these cumbersome exercises. Pension is their legitimate right. Why not give it to them. Every official holding an authority in service today will be a retiree on attaining the age of superannuation tommorrow.
