REPLY OF THE FINANCE MINISTER IN RAJYA SABHA

Dear Comrades,

We are reproducing below the reply given by the Hon’ble Finance Minister Shri Arun Jaitley in the Rajya Sabha on 19-07-2016 —

The Finance Minister has made it clear that “the government is responsive to the concerns of the Employees’ Associations and it would be the endeavor of the Government to ensure that the eventuality of a strike does not arise.”

Regarding increasing of the multiplication factor, the Finance Minister replied that:

“no such proposal is under consideration of the Government, at present’

The assurance given to the NJCA leaders by the Group of Ministers (including Finance Minister) on 30-06-2016 is that enhancement in minimum pay and fitment factor (multiplication factor) will be considered favourably by the Government, once the proposal in this regard is submitted to Government by the proposed “High Level Committee” within four months. Hence, the matter will come for the “consideration” of the Govt. only after submission of the report by the High Level Committee.

In that sense, technically, the reply of the Finance Minister that “at present” there is no such proposal under consideration of the Government, may not be taken in a different manner and we need not jump into the conclusion that multiplication factor will not be increased.

However, giving due importance to the concerns expressed by many of our comrades and grass-root level leaders, the NJCA will discuss this issue shortly and take appropriate decision. NJCA is keenly observing the move of the Govt. and any going back from the assurances given by the Group of Ministers or any betrayal of 33 lakhs Central Govt. Employees and 40 lakhs pensioners by the NDA Govt., shall result in revival of the deferred strike by the NJCA and Government will be solely responsible for all consequences.

  1. hello, was it a deception game by njca?.would you believe the momentum gathered for 11/7 strike will again possible? the strategy of the govt is to prolong and pesify in which the govt so far succeeded.what was the result of the study of the empowered committee for the last six months?whatever might be the result, the govt ignored it altogether.the decision of the njca has disillusioned all the employees and lost their faith in the statements and action of the njca because it is an utter failure.

  2. We believed much on this government but at the end nothing for us. What happened to the recommendations of the ECOS ? Their recommendations was set aside and notification of SCPC issued without mentioning either the ECOS recommendations or constitution of high level committee as assured by the cabinet ministers LONG LIVE THIS GOVERNMENT !

  3. This government is full of low qualified leaders. Obviously what you can expect of a PM who was a chai wala once?? Post of PM is a responsible one and Dr. MAnmohan was far more qualified than Mr. Modi…

  5. This is for fixation of new pension as per 7CPC

    The 7CPC had experienced govt officials as members with one Judge as the Chairman. While recommending OROP for pension under option-I ,they must have thought over how to implement it. If the Govt. had apprehensions, they may refer to the 7CPC and get clarification.

    There is a suggestion for option-I. NJCA may consider a proposal to agree for multiplying the old basic pension (post 6CPC basic pension) by the respective Index/Multiplying factor finally agreed for the particular grade/ scale of of pay in the matrix. There will not be much difference.

  6. The 7CPC had experienced Govt officials with one Judge as the Chairman.They are aware of the functioning of Govt. They must have thought over how to implement. If the govt has worries they can refer to the 7CPC and get clarification.

    Alternatively NJCA may consider one suggestion for option-I. We may agree for multiplying the old basic pension (post 6CPC) by the INDEX/multiplying factor agreed for the respective grade. The difference may not be much.This is only a suggestion.

  9. It has been almost 24 days already elasped since silly cabinet meeting by this cunning government. And this long 24 days they fools still not able to issue notification for seventh pay commission implementation. Further no action stiill in line of setting up of so called high powered committee. .what is the conspiracy behind it..dont people understand such tactics by the government. .that central government employees issues are in last importance to the NDA government.so I dont think ki kisi bhi cimmitte ko set up karne ke order issue karne mein 24 din lagte hai…shame shame shame and finally ridiculous people.

  10. If PM/FM wanted, they would have made the high level committee long back. Now it appears, they will form committee after one month with four month deadline n then FM will sit on the report for another two months.Finally pay n arrear without of HRA n TA will be paid in March…
    I do not see any honest reason to club the HRA n TA in the allowances n barring govt employee the benifit. They r cheating all govt employees. .

  11. It could also mean that multiplication factor will not be 3. Perhaps only less than 3 and slightly more than 2.57.

  12. NJCA is fooled by FM. The so called high level committee for improving pay matrix and fitment factor has not been appointed so far. If FM now tells Rajya Sabha that the matter is not under govt’s consideration, he would not appoint a high level committee for the purpose! A statement in Parliament is like an oath. But NJCA still gives a technical explanation which is utterly wrong! If appointment of a high level committee is indded in the mind of FM he can’t tell Parliament like this! It seems NJCA is just a paper tiger!! No use believing the body.
