Q1. What is Modified Assured Career Progression Scheme (MACPS)?

ANS : The MACP Scheme for Central Civilian Government Employees is in supersession of earlier ACP Scheme. Under the MACP Scheme three financial Up-gradations are allowed on completion of 10, 20, 30 years of regular service, counted from the direct entry grade. The MACPS envisages merely placement in the immediate next higher grade pay as given in Section I, Part —A of the first schedule of the CCS (Revised Pay) Rules 2008, in case no promotion has been earned by the employee during this period.

Q2. From which date the MACPS is effective?

ANS : The MACPS is effective w.e.f. 01.09.2008 or on completion of 10, 20 & 30 years of continuous Regular service, whichever is later. Financial up gradation will also be admissible whenever a person has spent 10 years continuously in the same grade pay. (Para 9 of OM dated 19/5/2009)

Q3. Who are entitled for financial up gradation under the MACPS?

ANS : The MACPS is applicable to all Central Government Civilian Employees.

Q4.What norms are required to be  fulfilled while granting the benefits under MACPS

ANS : The financial up gradation would be on nonfunctional basis subject to fitness in the hierarchy of pay band and grade pay within PB- 1. Thereafter, only the benchmark of Good’ would be applicable till the grade pay of Rs.6600 in PB-3. The benchmark will be ‘Very Good’ for financial up gradation to the grade pay of Rs.7600 and above. However, where the financial up gradation under the MACPS also happen to be in the promotional grade and benchmark for promotion is Power than the benchmark for granting the benefits under MACPS as mentioned in para 17 of the Scheme, the benchmark for promotion shall apply to MACP also. Q5. Whether Pay Band would be changed at the time of grant of financial up gradation under MACPS ?

ANS : Yes

Q6. Whether the promotions in same grade would be counted for the purpose of MACPS?

ANS : The financial up-gradation under the MACPS is in the immediate next higher grade pay in the hierarchy of recommended revised pay bands and grade pay as given in CCS (Revised Pay) Rules, 2008. However if the promotional hierarchy as per recruitment rules is such that promotions are earned in the same grade pay then the same shall be counted for the purpose of MACPS.

Q7. How will the benefits of ACP be granted if due between 01.01.2006 and 31.08.2008

ANS : The revised pay structure has been changed w.e.f. 01.01.2006 and the benefits of ACPS have been allowed till 31.08.2008. Hence, the benefits of revised pay structure would be allowed for the purpose of ACPS. (OM No. 35034/3/2008-Estt. dated 9.9.2010).

Q8. Whether adhoc appointment would be counted towards qualifying service for MACPS

ANS : No. Only continuous regular service is counted towards qualifying service for the purpose of MACPS. The regular service shall commence from the date of joining of a post in direct entry grade on a regular basis. ( Para 9 of the MACPS)

Q9. Whether State Government service shall be reckoned for the purpose of MACPS

ANS : No. Only regular service rendered in the Central Government’s Department/Office is to be counted for the purpose of MACPS, as the Scheme is applicable to the Central Government Civilian Employees only. ( MACPS , Para 10)

Q10. What are the periods included in the regular service?

ANS : All period spent on deputation/foreign service, study leave and all other kind of leave, duly sanctioned by the competent authority shall be included in the regular service. ( Para 11, MACPS)

Q11. How is the MACPS to be extended to the employees of Autonomous and Statutory Bodies.

ANS : Procedure prescribed in OM No.35034/3/2010- Estt(D), Dated 03/08/2010 would be followed by the administrative  ministries / Departments concerned for extension of the MACPS to the employees of Autonomous and Statutory Bodies under their control.

Q12. Whether the cases of grant of financial up gradation allowed under the ACPS between 01.09.2008 and 19.05.2009, the date of issue of the Scheme are be reviewed?

ANS : Yes. Since the benefits of ACPS have been discontinued w.e.f. 01.09.2008, the cases settled between 01.09.2008 and 19.05.2009, in terms of previous ACP Scheme shall be reviewed.

Q13. Whether the past continuous regular service in another Govt.Deptt. in a post carrying same grade pay prior to regular appointment in a new  Deptt. without a break shall be counted towards qualifying regular service for the purpose of MACPS.

ANS : Yes. (Para 9, MACPS)

Q14. Upto what grade pay the benefits MACPS under the is allowed?

ANS : The benefits of MACPS are being up-to HAG  scale of Rs.67000-79000/. (DOPT’s O.M.No.35034/3/2008-Estt.(D) Dated 24.12.2010)

Q15. How the cases of pre-revised pay scales (Rs.5000-8000 & Rs.5500-9000 and Rs.6500-10500 & Rs.7450-11500) merged w.e.f. 01.01.2006 are to be decided under MACPS?

ANS : The cases would be regulated in accordance with para 5 of Annexure-l of MACPS. The Ministries/ Departments are expected to re organize cadres and frame common RRs for the post in merged scales.

Q16. Whether ‘Non-functional Scale’ of Rs.8000-13500 (revised to grade pay of Rs.5400 in P8-3) would be viewed as one financial up gradation for the purpose of MACPS.

ANS : Yes, in terms of para 8.1 of Annexure-l of MACPS dated 19.05.2009.

Q17. Whether ‘time bound promotion’ scheme including ‘in-situ promotion scheme can run concurrently with MACPS.

ANS : No. (Para 13 of MACPS)

Q18. Whether Staff Car Driver Scheme can run concurrently with MACPS

ANS : DOPT vide O:M. No.35011/03/2008- Estt.(D),30/07/2010 has extended the benefits of MACPS to Staff Car Drivers as a fall back option.

Q19. Whether the placement of erstwhile Gr. D employees as Staff Car Driver, ordinary grade, would count as a promotion?

ANS : No. The model RRs for Staff Car Drivers provide deputation/absorption as a method of appointment for erstwhile Gr. D employees . The placement as staff Car Driver is not in the hierarchy hence the same would not be counted as promotion under MACPS. The regular service for the MACPS would be from the date of appointment as Staff Car Driver.

Q20. Whether designation, classification or higher status would change on account of financial upgradation under MACPS

ANS : There shall be no change in the designation, classification or higher status on grant of financial upgradation under MACPS, as the upgradation under the Scheme is purely personal and merely placement in the next higher grade pay. (Para 16 of Annexure-l of MACPS refers)

Q21. If a financial upgradation under the MACPS is deferred due to the reason of the employees being unfit’ or due to departmental proceedings, etc. whether this would have consequential effect on the subsequent financial upgradation.

ANS : Yes, this would have consequential effect on the subsequent financial upgradation, which would also get deferred to the extent of delay in grant of financial upgradation. (MACPS, Para 15)

Q22. Whether the stepping up of pay would be admissible if a junior is getting more pay than the senior on account senior on account of grant of financial upgradation under MACPS.

ANS : No stepping up of pay in the band or grade pay would be admissible with regard to junior getting more pay than the of pay fixation under MACPS. (Para 10 of CM dated 19/5/2009)

Q23. Whether the regular service rendered by an employee if declared surplus in his/her organisation and appointed in the same grade pay or lower grade pay shall be counted towards the regular service in a new organization for the purpose of MACPS

ANS : Yes. (refer para 23 of Annexure-l of MACPS)

Q24. In case of transfer including unilateral transfer own request, whether regular service rendered in previous organisation/office shall be counted along with the  regular service in the new organization for the purpose of MACPS.

ANS : Yes. OM  dated 01/11/2010 No. 35034/3/2008-Estt(D)

Q25. If a regular promotion has been offered but was refused by the employees before becoming entitled to a financial upgradation under the MACPS, whether financial upgradation shall be allowed to such a Government servant.

ANS : If a regular promotion has been offered but was refused by the Government employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed and as such an employee has not been stagnated due to lack of opportunities. If, however, financial upgradation has been allowed due to stagnation and the employees subsequently refuse the promotion, it shall not be a ground to withdraw the financial upgradation. He shall, however, not be eligible to be considered for further financial upgradation till he agrees to be considered for promotion again and the next financial upgradation shall also be deferred to the extent of period of debarment due to the refusal. (Para 25 of MACPS)

  1. I am working in PSU @Govt. of Puducherry following Central Govt. Orders. I am working from 22.09.88 and my services regularised by the PSU. My PSU has not framed the Recruitment Rules for the appointed post. When I requested for MACP my Secretariat Dept. replied that the Recuitment Rules was not framed. Please Clarify .Whether the recruitment rule is mandatory for granting MACP.

  2. My MACP due from 2017 from grade 6600/-. I asked the higher authority for the MACP. Higher authority says your APAR are not very good. Office had not intimated me about my APAR grade or not matching benchmark. If office had not intimated in that case, I am eligible for MACP. If yes then give me procedure details to apply for the MACP.

    • Firstly, the reviewing and accepting authorities should have informed your about your below benchmark grading. However, if you are deprived of your grant of financial up gradation under the MACP Scheme due to below benchmark in the APARs you can submit the representation for upgrading your below benchmark grading which can be done by reviewing your earlier APARS there is a provision for this in central government services.

  3. Brief facts about granting the financial benefit/up gradation as below:-
    1. Appointed as LDC on 03.03.1989
    2. 1st ACP in the pay scale 4000-6000 vide order no.17(min) dated24.01.2003 w.e.f. 03.03.2001
    3. UDC as on 28.2.2006 in the pay scale 4000-6000 vide order no 187 dated 28.5.2004 w.e.f.28.5.2004
    4. 2nd MACP in the grade pay 2800 as vide order no.98(min) dated 06.5.11 w.e.f. 03.3.2009
    5. NFSG given on 08.4.2013.
    6. ASO (Adhoc) vide order no.57(min) dated 08.3.2018 w.e.f.08.3.2018
    7. ASO (Regular) vide order no.247(min) dated 18.10.2019
    is individual applicable for 3rd MACP cases ?

  4. If a promotion earned through limited departmental competitive examination (LDCE) has been offered but was refused by the employees before becoming entitled to a financial upgradation under the MACPS, whether financial upgradation shall be allowed to such a Government servant.

  5. i have joined nvs on july 1999 as ldc , i appear in ldce examination for promotion to the post of udc 2014 and selected as udc , due to family circumstances i refused promotion after 10 months of joining the post of udc, my second macp due on 2019, but department not sanctioned my II macp due to refusal of promotion, my question is ldce promotion treated as regular promotion or not, ?
    Ministry of Personnel , Public Grievances and Pension (Department of Personnel and Training) (Govt. Of India) New Delhi clarification order no. No- 35034/3/2015-Estt(D) dated 22-10-2019 , mention in point number 24 if a regular promotion has been offered but was refused by the employee before ecoming entitled to an upgradation under the scheme, no financial upgradation shall be allowed .
    My question is what is the regular promotion , LDCE promotion encluding in regular promotion or not , if not kindly provide the related circular by govt.

  6. Name- Arup Buragohain. DOB- 21/11/1967, DOJ- 29/12/92 as Clerk/Typist in IA&AD (Accountant General Office). Passed Section Officer Grade Exam and Joined As Section Officer on 6/8/2001 then promoted as AAO in 2004 (now merged as SO/AAO). Promoted as Accounts Officer on 4/9/2008 and then promoted as Sr Accouns Officer (now merged AO & SrAO) 0n 1/1/2011. I should get MACP as I completed 10 years service wef 2018 but my higher authority denying it.

  7. I declined the seniority promotion in February 2020. My junior was promoted in 2020. Now when I want to get a promotion in 2021, my department refuses to promote because my name is not included in the DPC. As my department said that The 2021 DPC was constituted in December 2020 and my name was not considered as per the promotion refusal rule not to give promotion one year or new vacancies are arise whichever is letter. My question is that whether once name considered in DPC, subsequently deleted from list ? (ii) I rejected promotion on Feb. 2020 and vacancy arise in April 2021 so whether am I entitle to promotion ? (as One year and vacancy arise both criteria fulfilled )

  8. I am working in autonomous body. I was granted FUG to an identical scale of pay in May, 2018. My annual increment falls in June, 2018. Whether I have the option for fixation of pay on annual increment date, i.e. June, 2018.

    Or with one increment in May, 2018 and the next increment will be in May, 2019. Please guide

  9. I joined govt service in 1/1/2008 as LDC. I was given promotion as UDC in 1.9.2017 but i refused due to maternity. i was on maternity and ccl from 1.9.2017 till 23.4.2019. i was given 1st MACP upgradation w.e.f 1.1.2019( one year deferred) .on 1.1.2018 pay scale 27600 my increment of 1.7.2018 ( sacle- 28400) and macp upgradtion (scale 29300 cell 11 matrix 3) were released on 24/4/2019. i got promotion on 24.6.2019 and scale given was 29600 on 24.6.2019 next increment on 1.1.2020 scale 30200/- is this correct. Pls give advice on this

  10. I have joined in W Rly Accounts Dept. as JAA in scale 1200-2040 on 29.10.1990. I got promoted
    as AA in scale 1400-2600 in 27.12.1993. later on 04.06.1994 I got transfer to ICF chennai as JAA (on request transfer) and joined as JAA in scale 1200-2040 with pay protection. I got promoted as AA in scale 1400-2600 in ICF on 04.06.1997 after completing 3 years in ICF. My promotions as AA in w Rly and ICF were counted as 2 promotions as per MACP orders. I have completed 10 years of service as AA in grade pay Rs.4200/- in ICF on 04.06.2007.

    As per MACP rules, Shall I eligible for 3rd MACP upgradation of grade pay of Rs.4600/- w.e.f 04.06.2007 or w.e.f 01.09.2008(w.e.f implementation of MACP)?

    Please clarify.

  11. A govt. employee expired after completed his regular service of 10 years and his Confidential Report/ACR is not completed.

    Is the benefit of financial up-gradation under MACPS can be given to the death/expired employee in case pending CR/ACR

  12. If an employee is expired and his CR/ACR is not completed but he had completed his regular service of 10 years. Is he eligible for MACPS benefit

  13. Sir/Madam,

    I joined as LDC in March, 1989 in a Central Govt. Department through Staff Selection Commission’s Clerks’ Grade Examination, 1987. Thereafter, I was promoted to UDC and ASO in November, 2004 and December, 2016 respectively.

    My pay fixation was granted under Non-Functional Selection Grade (NFSG) in pre-revised GP of Rs. 4200 as notionally w.e.f. 01/01/2016 and actually w.e.f. 06/08/2018 as under :

    (1) Pay as on 01/01/2016 : Rs. 12650+ GP Rs. 2800
    (a) Prior to grant of NFSG (Pay Band Rs 5200-20200)
    (b) After grant of NFSG (Pay Band Rs. 9300-34800) = Rs. 12650 + GP Rs. 4200.
    (c) Revised Pay in 7th CPC (Level 6 of Pay Matrix) = Rs. 43,600
    (d) Pay after increment : Rs. 44,900 w.e.f. 01/07/2016.

    On promotion to the rank of ASO w.e.f. 31/06/2016, pay fixation granted in Level – 7 of 7th CPC Pay Matrix is as under :-

    (a) Pay w.e.f. 31/12/2016 = Rs. 46,200 (on promotion)
    (b) Pay after increment w.e.f. 01/07/2017 = Rs. 47,600
    (c) Pay after increment w.e.f. 01/07/2018 = Rs. 49,000
    (d) DNI = 01/07/2019.
    Upto this, everything is OK. I am eligible to get 3rd MACP w.e.f. 07/03/2019. In similar case in my Department in another place, one of my colleagues was granted pay as under :

    (1) Pay prior to grant of MACP (3rd) = Rs. 49,000 (Level – 7)
    (2) Pay granted on the date of MACP = Rs. 50,500 (in Level – 8)
    (3) Pay refixed w.e.f. 01/07/2019 = Rs. 52,000 (in Level – 8)
    (4) DNI = 01/07/2020.

    But, my present Office does not allow me to grant one increment on the date of my 3rd MACP as in Sl. No. 2 above. They allowed the increment on 01/07/2019.

    In view of the above, it is my fervent request to inform me as to whether my Office is depriving me by not allowing me one increment on the date of my MACP (3rd) in March, 2019.

I was appointment in kvs as ldc in the feb 1997 through direct selection and, got ist macp on 01-09-2008 gp 1900 to 2000/- a nd again through open advt by direct selection by kvs i was selected as udc gp 2400/- in jan 2010 as departmental candidate , whether i am eligible for 2nd macp after completion of 20 years from my initial posting in kvs in feb 2017. whereas other employees selected through lde , they got 2nd macp in kvs. please clarify

    • My initial appointment 10.2.1992 as LDC. I have got ACP after 12 years in 2004 & 2400 grade pay in 6th Pay Commission. I have offered promotion as UDC in 2011 but refused. 2nd time I have again offered promotion as UDC in 2014 but again refused. 3rd time I have offered promotion as UDC in 2018 and I have accepted & joined on 21.2.2018. Sir please tell me सर कृप्या मुझे बताए की मुझे 2nd और 3rd MACP कव से मिलेगी और किस लेवेल पर fix होगी

  15. Sir, I am Ex-serviceman & joined IGFRI Jhansi as a LDC on 06 may 1986 and retired as a Sr Clerk on 30 Apr 2003. On Departmental Competition Examination I qualified as a Senior Clerk in pay scale 1200-30-1560-EB-40-2040 from 30 Aug 1990. I served continue 12 years & 8 months as a Senior Clerk. from 30 Aug 1990 to 30 Apr 2003, at the age of 60 years. During Jan 1999, IGFRI Jhansi forwarded up-gradation proposals of B and C category to the higher authority ICAR Delhi in which my name was not added by the IGFRI. I was requested twice on 11-12-1998 and 07 Jan 1999. My name is not forwarded in the dying cadre and informed that you have not completed qualifying service of 10 years. WHEREAS, 4 post of Superintendent and 2 post of Sr Steno less than 6 years of service. My question is these post have completed,10 years of qualifying service? However, after long struggle I got revised pension under pay scale of PB I Rs 5200 – 20,000 grade pay 2400. IGFRI, Jhansi in 12 years of 8 month not granted the second promotion of Assistant Clerk after my request. May i entitled to get up gradation or 2nd MACP of Rs 2800

  16. Appointed as clerk on 29th Aug 1988 in IA&AD
    on passing departmental exam for steno appointed/promoted as steno grade D on 30th March 2000
    Again on passing SAS promoted as AAO on 25th Aug 2009
    Whether I will get 3rd MACP in Aug 2018 on something of 30 years of service in the same department since I have got only 2 promotions
    Pls clarify

  17. r, While working as Postal Assistant in Department of Posts in GP 2400, I have been granted 1st MACP in 2010 to GP of Rs.2800. I got promotion to the cadre of Inspector, Posts in 2013 April after passing LDCE examination in the Grade pay of Rs.4200/-. The Inspector is a separate cadre in the Department and not in the same hierarchy grade of Postal Assistant. On promotion to Inspector post in PB-2 I have been deprived of the fixation benefit of increment in July 2013 and granted the difference of GP only on the plea that it is a regular promotion after MACPS. Kindly clarify whether I am eligible for benefit of one increment on promotion in inspector of Post
