Q1. What is Modified Assured Career Progression Scheme (MACPS)?

ANS : The MACP Scheme for Central Civilian Government Employees is in supersession of earlier ACP Scheme. Under the MACP Scheme three financial Up-gradations are allowed on completion of 10, 20, 30 years of regular service, counted from the direct entry grade. The MACPS envisages merely placement in the immediate next higher grade pay as given in Section I, Part —A of the first schedule of the CCS (Revised Pay) Rules 2008, in case no promotion has been earned by the employee during this period.

Q2. From which date the MACPS is effective?

ANS : The MACPS is effective w.e.f. 01.09.2008 or on completion of 10, 20 & 30 years of continuous Regular service, whichever is later. Financial up gradation will also be admissible whenever a person has spent 10 years continuously in the same grade pay. (Para 9 of OM dated 19/5/2009)

Q3. Who are entitled for financial up gradation under the MACPS?

ANS : The MACPS is applicable to all Central Government Civilian Employees.

Q4.What norms are required to be  fulfilled while granting the benefits under MACPS

ANS : The financial up gradation would be on nonfunctional basis subject to fitness in the hierarchy of pay band and grade pay within PB- 1. Thereafter, only the benchmark of Good’ would be applicable till the grade pay of Rs.6600 in PB-3. The benchmark will be ‘Very Good’ for financial up gradation to the grade pay of Rs.7600 and above. However, where the financial up gradation under the MACPS also happen to be in the promotional grade and benchmark for promotion is Power than the benchmark for granting the benefits under MACPS as mentioned in para 17 of the Scheme, the benchmark for promotion shall apply to MACP also. Q5. Whether Pay Band would be changed at the time of grant of financial up gradation under MACPS ?

ANS : Yes

Q6. Whether the promotions in same grade would be counted for the purpose of MACPS?

ANS : The financial up-gradation under the MACPS is in the immediate next higher grade pay in the hierarchy of recommended revised pay bands and grade pay as given in CCS (Revised Pay) Rules, 2008. However if the promotional hierarchy as per recruitment rules is such that promotions are earned in the same grade pay then the same shall be counted for the purpose of MACPS.

Q7. How will the benefits of ACP be granted if due between 01.01.2006 and 31.08.2008

ANS : The revised pay structure has been changed w.e.f. 01.01.2006 and the benefits of ACPS have been allowed till 31.08.2008. Hence, the benefits of revised pay structure would be allowed for the purpose of ACPS. (OM No. 35034/3/2008-Estt. dated 9.9.2010).

Q8. Whether adhoc appointment would be counted towards qualifying service for MACPS

ANS : No. Only continuous regular service is counted towards qualifying service for the purpose of MACPS. The regular service shall commence from the date of joining of a post in direct entry grade on a regular basis. ( Para 9 of the MACPS)

Q9. Whether State Government service shall be reckoned for the purpose of MACPS

ANS : No. Only regular service rendered in the Central Government’s Department/Office is to be counted for the purpose of MACPS, as the Scheme is applicable to the Central Government Civilian Employees only. ( MACPS , Para 10)

Q10. What are the periods included in the regular service?

ANS : All period spent on deputation/foreign service, study leave and all other kind of leave, duly sanctioned by the competent authority shall be included in the regular service. ( Para 11, MACPS)

Q11. How is the MACPS to be extended to the employees of Autonomous and Statutory Bodies.

ANS : Procedure prescribed in OM No.35034/3/2010- Estt(D), Dated 03/08/2010 would be followed by the administrative  ministries / Departments concerned for extension of the MACPS to the employees of Autonomous and Statutory Bodies under their control.

Q12. Whether the cases of grant of financial up gradation allowed under the ACPS between 01.09.2008 and 19.05.2009, the date of issue of the Scheme are be reviewed?

ANS : Yes. Since the benefits of ACPS have been discontinued w.e.f. 01.09.2008, the cases settled between 01.09.2008 and 19.05.2009, in terms of previous ACP Scheme shall be reviewed.

Q13. Whether the past continuous regular service in another Govt.Deptt. in a post carrying same grade pay prior to regular appointment in a new  Deptt. without a break shall be counted towards qualifying regular service for the purpose of MACPS.

ANS : Yes. (Para 9, MACPS)

Q14. Upto what grade pay the benefits MACPS under the is allowed?

ANS : The benefits of MACPS are being up-to HAG  scale of Rs.67000-79000/. (DOPT’s O.M.No.35034/3/2008-Estt.(D) Dated 24.12.2010)

Q15. How the cases of pre-revised pay scales (Rs.5000-8000 & Rs.5500-9000 and Rs.6500-10500 & Rs.7450-11500) merged w.e.f. 01.01.2006 are to be decided under MACPS?

ANS : The cases would be regulated in accordance with para 5 of Annexure-l of MACPS. The Ministries/ Departments are expected to re organize cadres and frame common RRs for the post in merged scales.

Q16. Whether ‘Non-functional Scale’ of Rs.8000-13500 (revised to grade pay of Rs.5400 in P8-3) would be viewed as one financial up gradation for the purpose of MACPS.

ANS : Yes, in terms of para 8.1 of Annexure-l of MACPS dated 19.05.2009.

Q17. Whether ‘time bound promotion’ scheme including ‘in-situ promotion scheme can run concurrently with MACPS.

ANS : No. (Para 13 of MACPS)

Q18. Whether Staff Car Driver Scheme can run concurrently with MACPS

ANS : DOPT vide O:M. No.35011/03/2008- Estt.(D),30/07/2010 has extended the benefits of MACPS to Staff Car Drivers as a fall back option.

Q19. Whether the placement of erstwhile Gr. D employees as Staff Car Driver, ordinary grade, would count as a promotion?

ANS : No. The model RRs for Staff Car Drivers provide deputation/absorption as a method of appointment for erstwhile Gr. D employees . The placement as staff Car Driver is not in the hierarchy hence the same would not be counted as promotion under MACPS. The regular service for the MACPS would be from the date of appointment as Staff Car Driver.

Q20. Whether designation, classification or higher status would change on account of financial upgradation under MACPS

ANS : There shall be no change in the designation, classification or higher status on grant of financial upgradation under MACPS, as the upgradation under the Scheme is purely personal and merely placement in the next higher grade pay. (Para 16 of Annexure-l of MACPS refers)

Q21. If a financial upgradation under the MACPS is deferred due to the reason of the employees being unfit’ or due to departmental proceedings, etc. whether this would have consequential effect on the subsequent financial upgradation.

ANS : Yes, this would have consequential effect on the subsequent financial upgradation, which would also get deferred to the extent of delay in grant of financial upgradation. (MACPS, Para 15)

Q22. Whether the stepping up of pay would be admissible if a junior is getting more pay than the senior on account senior on account of grant of financial upgradation under MACPS.

ANS : No stepping up of pay in the band or grade pay would be admissible with regard to junior getting more pay than the of pay fixation under MACPS. (Para 10 of CM dated 19/5/2009)

Q23. Whether the regular service rendered by an employee if declared surplus in his/her organisation and appointed in the same grade pay or lower grade pay shall be counted towards the regular service in a new organization for the purpose of MACPS

ANS : Yes. (refer para 23 of Annexure-l of MACPS)

Q24. In case of transfer including unilateral transfer own request, whether regular service rendered in previous organisation/office shall be counted along with the  regular service in the new organization for the purpose of MACPS.

ANS : Yes. OM  dated 01/11/2010 No. 35034/3/2008-Estt(D)

Q25. If a regular promotion has been offered but was refused by the employees before becoming entitled to a financial upgradation under the MACPS, whether financial upgradation shall be allowed to such a Government servant.

ANS : If a regular promotion has been offered but was refused by the Government employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed and as such an employee has not been stagnated due to lack of opportunities. If, however, financial upgradation has been allowed due to stagnation and the employees subsequently refuse the promotion, it shall not be a ground to withdraw the financial upgradation. He shall, however, not be eligible to be considered for further financial upgradation till he agrees to be considered for promotion again and the next financial upgradation shall also be deferred to the extent of period of debarment due to the refusal. (Para 25 of MACPS)

  1. Dear Sir,

    I had been working in Govt. of NCT Delhi since 1997 in permanent cadre on regular basis with GP 2800/-. Then, I got recruited on its senior post through DSSSB in the same department since 01-05-2005 in GP 4600/-. However, this recruitment/ regular post was given by department in the year 2014 in accordance to the Court’s judgement though regularized since 01-05-200 and back services were counted for all purposes.. Meanwhile, I was given MACP in GP 4200/- in the year 2009.

    Now, counting my services since 1997 what would be the GP of my 1st and 2nd ACP/MACP. Please clarify.

  2. My initial appointment in govt. Service is on 28.03.1997 under Group ‘D’. When shall i get my financial upgradation And which is applicable ACP/MACP?

  3. Sir, I was appointed as L.D.C. in Puducherry U.T. wef 6-1-1996. Then I have passed competitive exam and on technical resignation from the post of LDC appointed as Steno Gr-III wef 31-5-2000. On 31-12-2005 appointed as Steno Gr-II on regular promotion.. On implementation of 7CPC in 2011 posts of Steno Gr-II and Gr-I were merged and redesignated as Gr-I. Granted II financial upgradation on MACP wef 31-12-2015. My particulars were called for promotion to the post of Private Secretary in Aug-2017. Waiting for promotion. After promotion to the post of Private Secretary there is no other promotional chances for me. Is there any further chance for me for III MACP. please clarify.

    AS APPR. I.O.W. I HAVE WORKED IN THE FIELD FOR ONE YEAR BUT NO CLASS ROOM TRAINING .10 YEARS COUNTED FROM WHERE TO GET MACP.

  5. I am appointed as a junior instructor on dated 29 september 2006 my first macp due on september 2016 but my department not gave me my first macp they are saying you have average grade sir please tell me how ican take my first macp

  6. I am eligible to get MACP since November, 2013 and till date I have not been granted MACP as I am on deputation to central government department since then. Can this be a ground to reject MACP that I am on deputation. Kindly suggest the rule with which the parent department could be requested to grant MACP.

Stepping up of pay of a senior who is going under penalty of reduction to lower post without future effect and the junior is granted Macp during that period. whether senior will be admissible for stepping of pay after the penalty period is over Or whether the anomaly cannot be rectified owing to Rule 15 of MACP scheme 2008 ?

    2. when a person is awarded a punishment of reduction to lower post of section officer from the post of Assistant Accounts Officer in June 2008 for one year without future effect and the post of section officer is merged with that Assistant Accounts Officer in the 6th Pay Commission Report w.e.f. 1.1.2006 retrospectively. How the order of reduction will be treated. whether the order of reduction to lower post will be ineffective/infructuous ?

    I have joined an autonomous organisation which is under Transport Ministry fully funded by State govt..as Asstt. Electrician 07.02-1989 and i got a first ACP in the year 2001 and i got second in the year 2009 our posts are depart promotional as seniority base. but we got any promotion in service N ow I am going to retired from the Govt. job on 31.08.2018 my length of service is 29 years 6 months 20 days .Recently but it has not been brought to my notice consistentlygood marks and given any opportunity as per rule non-communication of ;below benchmark grading. Please check ;my case and give me guidelines to get my 3rd MACPS which is due to me.after my retirement of 5 months 10 days . please tell me I am eligible for 3rd MACP or not .

    MY III macp not grated. When I will get MACP III.
    My Date of birth is 4.6.59.

    An individual joinas Auditor in Sep 99, Promoted to Sr Auditor in Apr 2013 with Grade Pay Rs 4200/- ( As per VI th CPC), Get a MACP in Apr 2013 and Grade Pay increased to Rs 4600/-. Passed the departmental examination and promoted get the Grade Pay Rs 4800/- in May 2015.

    1. How the salary of the individual is fixed ?
    2. Whether the individual get the regular increment in July 2015 ?

    I have got 1st ACP at 16/08/2006 after 12 years a GP Rs 4200 now i got promotion MCM 30/09/2013. not getting any financial benefit. when i got 2nd MCAP after completed 20 years service which GP please advice me.

I have joined an autonomous organisation which is under ministry of culture fully funded by central govt..as LDC 11-10-1984 and i got a first promotion as UDC in the year 1988 and i got second promotion after passing departmental exam in the year 1991 as Assistant my present grade pay is Rs.4600/- i got two promotions within the 7 years of service i was not eligible under ACP as i got two early promotions. After MACPS came in the year 1-9-2008 i have been struggling to get MACPS on the plea that my previous 5 years benchmark is not as per rule and i have been stopped and not getting MACPS since 2008-09 onwards. Recently i ;had filed RTI application to have my copies of APAR since 2005 onwards but i have been communicated only marks and gradings since 2005 onwards. After going through the marks/gradings it has been seen that i have been give very less marks as 4.4 inthe year 2009-10 and 2010-11 5.00 but it has not been brought to my notice consistently i have been given less marks and given any opportunity as per rule non-communication of ;below benchmark grading. Please check ;my case and give me guidelines to get my MACPS which is due to me.

I was joined in Govt. of NCT of Delhi through UPSC on 30.06.2000(GP-A Post)& served upto 31.01.2005 and therafter I had joined in central govt on 01.02.2005 through UPSC selection and continuing till date in the same grade (Rs.8000-275-13500/-)and continue to stagnate in the same grade more than 13 yrs till date without any break of service.My present deptt. has counted my previous service with pay protection and my basic pay was fixed at Rs.9100/- on 01.02.2005 while joining in my 2nd service.For purpose of MACPs according to the first financial upgradation of DOPT O.M dt.19.05.2009 para 9 I am fulfiling, but question comes whether Govt. of Natonal Capital Territory of Delhi i.e NCT of Delhi is a State Govt. or Union Territory ?As per of my knowledge which I know that Govt. of NCT of Delhi is coming under UTs of India.UPSC’s recommendation letter stated that the appointment under Govt of NCT of Delhi to that post will be subject to such conditions as are applicable to all such appointment under the Central Govt. and I would like to state that in the Ministry of Home Affairs,GOI’s web site showing Govt.of NCT of Delhi is under Union Territory.Whether I am eligible for first financial upgradation since I am continue to stagnate in same grade more than 13 yrs without any promotion?

  18. i was appointed as JAA in indian Railway in scale 1200-2040 on 11/09/1989. Thereafter i was promoted as AA in scale 1400-2600 on 10/12/1992 .After sixth pay commision i was given MACP grade pay Rs.4600- Now on 10/12/2012 I have completed 20 years. I have been given one upgradation Whether i should be given IInd MACP on 10/12/2012 or not.Kindly inform me.

  19. sir,My appiontment date 18-09-1997 as Sr clerk 4500-7000/520-20200 grade pay 2800/
    A major chargsheet is served on 18-08-2008. After that dt 26-07-2010 nip issued and punishement is five stage below with same scale three years with cumulative effect.
    I became free from punishment on 26-07-2013.
    kindly inform that my MACP is due on 01-09-2008 or other.

    Dear I just been through your valuable input on this site, its worth appreciating that someone shares knowledge this way.

    Dear, there are many Govt. employees still being forced to know the door Law w.r.t. to MACP issues, and many judgments have gone in favour of the employees too.

    So, please look up or suggest a way to so that MACP related issues can be called up a ‘Corner’ and even a small query is replied to. It will certainly be good deed, may be more than the DA we get, dear. You may reply to me directly to at [email protected]
