Q1. What is Modified Assured Career Progression Scheme (MACPS)?

ANS : The MACP Scheme for Central Civilian Government Employees is in supersession of earlier ACP Scheme. Under the MACP Scheme three financial Up-gradations are allowed on completion of 10, 20, 30 years of regular service, counted from the direct entry grade. The MACPS envisages merely placement in the immediate next higher grade pay as given in Section I, Part —A of the first schedule of the CCS (Revised Pay) Rules 2008, in case no promotion has been earned by the employee during this period.

Q2. From which date the MACPS is effective?

ANS : The MACPS is effective w.e.f. 01.09.2008 or on completion of 10, 20 & 30 years of continuous Regular service, whichever is later. Financial up gradation will also be admissible whenever a person has spent 10 years continuously in the same grade pay. (Para 9 of OM dated 19/5/2009)

Q3. Who are entitled for financial up gradation under the MACPS?

ANS : The MACPS is applicable to all Central Government Civilian Employees.

Q4.What norms are required to be  fulfilled while granting the benefits under MACPS

ANS : The financial up gradation would be on nonfunctional basis subject to fitness in the hierarchy of pay band and grade pay within PB- 1. Thereafter, only the benchmark of Good’ would be applicable till the grade pay of Rs.6600 in PB-3. The benchmark will be ‘Very Good’ for financial up gradation to the grade pay of Rs.7600 and above. However, where the financial up gradation under the MACPS also happen to be in the promotional grade and benchmark for promotion is Power than the benchmark for granting the benefits under MACPS as mentioned in para 17 of the Scheme, the benchmark for promotion shall apply to MACP also. Q5. Whether Pay Band would be changed at the time of grant of financial up gradation under MACPS ?

ANS : Yes

Q6. Whether the promotions in same grade would be counted for the purpose of MACPS?

ANS : The financial up-gradation under the MACPS is in the immediate next higher grade pay in the hierarchy of recommended revised pay bands and grade pay as given in CCS (Revised Pay) Rules, 2008. However if the promotional hierarchy as per recruitment rules is such that promotions are earned in the same grade pay then the same shall be counted for the purpose of MACPS.

Q7. How will the benefits of ACP be granted if due between 01.01.2006 and 31.08.2008

ANS : The revised pay structure has been changed w.e.f. 01.01.2006 and the benefits of ACPS have been allowed till 31.08.2008. Hence, the benefits of revised pay structure would be allowed for the purpose of ACPS. (OM No. 35034/3/2008-Estt. dated 9.9.2010).

Q8. Whether adhoc appointment would be counted towards qualifying service for MACPS

ANS : No. Only continuous regular service is counted towards qualifying service for the purpose of MACPS. The regular service shall commence from the date of joining of a post in direct entry grade on a regular basis. ( Para 9 of the MACPS)

Q9. Whether State Government service shall be reckoned for the purpose of MACPS

ANS : No. Only regular service rendered in the Central Government’s Department/Office is to be counted for the purpose of MACPS, as the Scheme is applicable to the Central Government Civilian Employees only. ( MACPS , Para 10)

Q10. What are the periods included in the regular service?

ANS : All period spent on deputation/foreign service, study leave and all other kind of leave, duly sanctioned by the competent authority shall be included in the regular service. ( Para 11, MACPS)

Q11. How is the MACPS to be extended to the employees of Autonomous and Statutory Bodies.

ANS : Procedure prescribed in OM No.35034/3/2010- Estt(D), Dated 03/08/2010 would be followed by the administrative  ministries / Departments concerned for extension of the MACPS to the employees of Autonomous and Statutory Bodies under their control.

Q12. Whether the cases of grant of financial up gradation allowed under the ACPS between 01.09.2008 and 19.05.2009, the date of issue of the Scheme are be reviewed?

ANS : Yes. Since the benefits of ACPS have been discontinued w.e.f. 01.09.2008, the cases settled between 01.09.2008 and 19.05.2009, in terms of previous ACP Scheme shall be reviewed.

Q13. Whether the past continuous regular service in another Govt.Deptt. in a post carrying same grade pay prior to regular appointment in a new  Deptt. without a break shall be counted towards qualifying regular service for the purpose of MACPS.

ANS : Yes. (Para 9, MACPS)

Q14. Upto what grade pay the benefits MACPS under the is allowed?

ANS : The benefits of MACPS are being up-to HAG  scale of Rs.67000-79000/. (DOPT’s O.M.No.35034/3/2008-Estt.(D) Dated 24.12.2010)

Q15. How the cases of pre-revised pay scales (Rs.5000-8000 & Rs.5500-9000 and Rs.6500-10500 & Rs.7450-11500) merged w.e.f. 01.01.2006 are to be decided under MACPS?

ANS : The cases would be regulated in accordance with para 5 of Annexure-l of MACPS. The Ministries/ Departments are expected to re organize cadres and frame common RRs for the post in merged scales.

Q16. Whether ‘Non-functional Scale’ of Rs.8000-13500 (revised to grade pay of Rs.5400 in P8-3) would be viewed as one financial up gradation for the purpose of MACPS.

ANS : Yes, in terms of para 8.1 of Annexure-l of MACPS dated 19.05.2009.

Q17. Whether ‘time bound promotion’ scheme including ‘in-situ promotion scheme can run concurrently with MACPS.

ANS : No. (Para 13 of MACPS)

Q18. Whether Staff Car Driver Scheme can run concurrently with MACPS

ANS : DOPT vide O:M. No.35011/03/2008- Estt.(D),30/07/2010 has extended the benefits of MACPS to Staff Car Drivers as a fall back option.

Q19. Whether the placement of erstwhile Gr. D employees as Staff Car Driver, ordinary grade, would count as a promotion?

ANS : No. The model RRs for Staff Car Drivers provide deputation/absorption as a method of appointment for erstwhile Gr. D employees . The placement as staff Car Driver is not in the hierarchy hence the same would not be counted as promotion under MACPS. The regular service for the MACPS would be from the date of appointment as Staff Car Driver.

Q20. Whether designation, classification or higher status would change on account of financial upgradation under MACPS

ANS : There shall be no change in the designation, classification or higher status on grant of financial upgradation under MACPS, as the upgradation under the Scheme is purely personal and merely placement in the next higher grade pay. (Para 16 of Annexure-l of MACPS refers)

Q21. If a financial upgradation under the MACPS is deferred due to the reason of the employees being unfit’ or due to departmental proceedings, etc. whether this would have consequential effect on the subsequent financial upgradation.

ANS : Yes, this would have consequential effect on the subsequent financial upgradation, which would also get deferred to the extent of delay in grant of financial upgradation. (MACPS, Para 15)

Q22. Whether the stepping up of pay would be admissible if a junior is getting more pay than the senior on account senior on account of grant of financial upgradation under MACPS.

ANS : No stepping up of pay in the band or grade pay would be admissible with regard to junior getting more pay than the of pay fixation under MACPS. (Para 10 of CM dated 19/5/2009)

Q23. Whether the regular service rendered by an employee if declared surplus in his/her organisation and appointed in the same grade pay or lower grade pay shall be counted towards the regular service in a new organization for the purpose of MACPS

ANS : Yes. (refer para 23 of Annexure-l of MACPS)

Q24. In case of transfer including unilateral transfer own request, whether regular service rendered in previous organisation/office shall be counted along with the  regular service in the new organization for the purpose of MACPS.

ANS : Yes. OM  dated 01/11/2010 No. 35034/3/2008-Estt(D)

Q25. If a regular promotion has been offered but was refused by the employees before becoming entitled to a financial upgradation under the MACPS, whether financial upgradation shall be allowed to such a Government servant.

ANS : If a regular promotion has been offered but was refused by the Government employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed and as such an employee has not been stagnated due to lack of opportunities. If, however, financial upgradation has been allowed due to stagnation and the employees subsequently refuse the promotion, it shall not be a ground to withdraw the financial upgradation. He shall, however, not be eligible to be considered for further financial upgradation till he agrees to be considered for promotion again and the next financial upgradation shall also be deferred to the extent of period of debarment due to the refusal.   1. A NOTE ON MACP SCHEME— From Shailen Karmakar, Kolkata

    The Central Civil Services(Revised Pay )Rules, 2008 has brought about a drastic change in fixation of pay on promotion on or after 01.01.2006.The changes are as follows:
    Prior to Revised Pay Rules: FR 22(1)(a)(1)
    Pay in the higher post will be fixed at the stage next above the notional pay arrived at by increasing his pay in respect of the lower post by an increment of the lower of post.
    Revised Pay Rules w.e.f.01.01.2006: Rule 13 of CCS(RP) Rules,2008
    In case of promotion from one Grade Pay to another in the revised pay structure:
    One increment equal to 3% of the sum of the pay in the Pay Band and the existing GP and rounded off to the next multiple of Rs.10 and the Grade Pay of the promotional post will be granted.
    It is inherent in Rule 13 of CCS(RP) Rules,2008 that if there is no change of Grade Pay there will be no fixation of pay. This was the pinching and disadvantageous point. After much persuasion by the staff Associations the Government redressed the grievance by issuing OM No. 10/02/2011-E.III/A dated 07.01.2013 which stipulates the modus operandi of “Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same Grade Pay” by allowing fixation benefit under Rule 13 of CCS(RP) Rules,2008. Many of our friends tend to interpret it as ‘granting an extra increment’ to the officials who got promotion prior to 1.1.2006 in the merged scale of pay. Please note that the OM is applicable to the promotion or financial upgradation occurred on or after 1.1.2006. Please see the following:-
    In an Organization the hierarchy of Post X is Post Y
    Post Pre-revised Scale of Pay Revised Pay Structure
    1. X 5000– 8000 9300—34800 GP 4200
    2. Y 5500—9000 9300—34800 GP 4200
    The post of Y assumes the duties & responsibilities of greater importance before and after 1.1.2006.
    The most important point to note is that whether the Ministry/Department have framed new RR after post merger of the two scale of pay. If not (in most of the Department it is “not”). If not, all clarifications issued by the DOPT in MACPS should be read keeping in mind that even in Revised pay structures the Y is the promotional hierarchical post of X and the Grade pay in ACP/MACP can not be more than what is admissible in the case of functional promotion. The X (GP Rs.4200/-) can not skip the Grade pay of Y whose GP is also Rs.4200/-.Please refer to the DOPT’s clarification given to Rly available in CGENews.
    1. Promotion/ ACP occurred prior to 1.1.2006 from Rs.5000-8000 to Rs.5500-9000
    (i) The initial fixation of pay as on 1.1.2006 would be done as a normal case in pursuance of Rule 7 of CCS(RP) Rules,2008 read with MACP Rule(Para) 6 with Grade Pay Rs.4200/-.
    (ii) This Grade Pay Rs.4200/- will continue till the MACP scheme became operational i.e.01.09.2008.
    After the implementation of MACP w.e.f 01.09.2008 the GP would be Rs.4600/- w.e.f 01.09.2008 as per Para 5 of Annexure-1 of MACP Order (OM dated 19.5.2009).
    Para 5 appears to be a special dispensation in respect of promotions earned prior to 1.1.2006 from one scale of pay to another in the so called merged Scales, but both of which have the same grade pay in the Revised pay structure.
    Para 5 of the MACP Scheme is a powerful Rule. Whatever is written in Rule 8 of the MACPS is not going to affect the granting the GP Rs.4600/- on 1.9.2008 as there is no ifs and buts in that Rule.
    Now the most important stage has come. What will be the Grade Pay in the next MACP? Please take a pause here for a while and find out what is the present hierarchy of the post and what would have been the Grade Pay of that officer had he got three functional promotions in his cadre. The ACP and the MACP are shadow promotions to mitigate the problems of genuine stagnation faced by employees due to lack of promotional avenues. If in a case the Grade Pay of 3rd functional promotion is Rs.4600/- then the official is not entitled to GP Rs.4800/-in his 3rd MACP. If the GP of 3rd functional promotion is GP Rs.4800/- or Rs.5400/- or more then the Government servant is entitled to GP Rs.4800/- in his 3rd MACP.
    2. Promotion or ACP from 1.1.2006 to 31.08.2008 from X to Y i.e. from GP Rs.4200/- to GP Rs.4200/-.
    Pay fixation will be done under Rule 13 of CCS(RP) Rules,2008– Previously, no fixation was admissible since there was no change in Grade Pay, but the promotion/ACP was counted as 1 promotion as per Para 8 of MACP order.
    Now, the fixation benefit is (i.e.3% monetary benefit) has been allowed vide MOF, DOE, OM No. 10/02/2011-E.III/A dated 7.01.2013.
    The Grade Pay of Rs.4600/- is not admissible for actual promotion or ACP from 1.1.2006 to 31.08.2008 from X(GP Rs.4200) to Y(GP Rs.4200). In such cases the Pay will be fixed with 3% benefit with the same Grade Pay of Rs.4200/- ; the promotion/ACP will count as one promotion or financial upgradation and exhaust one ACP/MACP entitlement.
    3. Promotion/MACP from 1.9.2008 onwards from GP Rs.4200/- to GP Rs.4200/-( i.e. from X to Y).
    Para 8 which stipulates that:- “Promotion earned in the post carrying same GP in the promotional hierarchy as per Recruitment Rules shall be counted for the purpose of MACPS”
    The fixation benefit is (i.e.3% monetary benefit) has been allowed vide MOF, DOE, OM No. 10/02/2011-E.III/A dated 7.01.2013. The promotion/MACP will count and exhaust one MACP.
    The ACP granted before 1.1.2006 according to the then hierarchy have to be tallied after 1.1.2006. The number of MACP admissible has to be reassessed and determined keeping in view the new hierarchical posts after 1.1.2006 after the Department/Ministry framed new RR giving higher Grade Pay i.e. Rs.4600 or even more to the erstwhile post which once carried the scale of pay Rs.5500-9000.
    4. One of the most important point surfaced from the DOPT’s clarification to Rly is that the GP in the 1st , 2nd and 3rd ACP/MACP should not be more than the GP which the official would have got had he got 1st ,2nd and 3rd functional promotion respectively in his line of promotion in his cadre.

  2. Air India has last updated the LTC fares on 28.02.2011 but there is no LTC 80 fare is showm rater in reepsct of LTC Fares in economy class some LTCV and LTCW is written. Which is the applicable LTC_80 Fare as on 10.03.2011 a Govt. employee eligible for?

    Please confirm that the aforesaid period may be counted for increment or not in MACP (Sixth pay commission).

  4. Q: Re: Stepping up pay.

    I Joined Corporation on 10.08.1988 as a Steno-typist under reserve category in the pay scale of Rs.950-20-1150-EB-1500/- and promoted on 16.01.91 at level 2 i.e. Junior Scale Stenographer in the pay-scale of Rs.1200-30-1560-EB-40-2040/- on the roster point reservation.

    3. Whereas, A, B, C, D,E,F,G & H who were promoted at level 2 i.e. Junior Scale Stenographer in the year 1992, 1994, 1996 and 1999 under General category.

    4. One, Mr.I, Stenographer Grade-I, who was promoted earlier at level -2 as Junior Scale Steno on 16.5.88 under reserve category, the salary of the above named employees i.e i.e A, B, C, D,E,F,G & H of general category have been stepped up at par at level 2 with him.

    5. Whereas, I was was promoted earlier in 1991 at level 2 i.e. Junior Scale Stenographer (being senior) to the employees mentioned at Sr. No.3 and their salary have been stepped up on the higher side to me as on 16.9.91, not at par.

I have worked as a UDC for 06 month in my new station but due to my family problem I forgo the permotion of UDC and revert the post of LDC in the year 2003.     I have initially appointed on 01.08.1979 in pay band Rs.5200-20200 with grade pay Rs.1800/-. After more then 13 years I have further reappointed (Through Open to all recruitment rules) to the post of General Duty Assistant in pay band Rs.5200-20200+grade pay Rs.1900/- . Further, granted 1st A.C.P. on completion of 12 years w.e.f. 13.01.2005 & awarded grade pay Rs.2400/-. On the introduction of MACP’s whether I have entitled 3rd ACP on completion of 30 years from the date of initial appointment or w.e.f. date of re-appointment i.e. 13.01.1993.

  11. If an employee is appointed for more than once under Direct recruitment in different grades , from where his qualifying service would be counted for awarding MACP. Whether it is from the latest appointment or the initial appointment under Direct recruitment ?

      I joined as LDC on 31./1/1998 as LDC as Grade pay Rs.1900/-
      Got IST MACP w.e.f. 1.9.2008 wih grade pay Rs.2000/-
      Clear exam and selected as UDC on direct recruitment on 7.1.2011
      did not get any increment in january 2011 mentioning that you already got the benefit in 2008 MACP time.

      My doubt is when i will be getting IInd MACP ,
      Is it 2018 or is it 2021,

I retired from Indian Air Force on 17/06/2006 on pension in a grade pay of Rs. 2800/- after 19years and 06 months of service and next day on 18/06/2006 I joined in a university(autonomous body)in a grade pay of Rs.2800.By combining both the services I have completed 10 years in 2011.Kindly tell am I eligible for MACPS?

I was appointed as DPA-A in 1991 in the grade of 5500-…. and after that i got adhoc promotion as DPA-B in the grade of 6500-… in 1996.There was no break and without break my adhoc promotion was went on and in the yr 2005 i got permnant promotion. Now my office is giving me acp from yr 2010. Please tell me whether it correct or tell me what will be pay fixation in MACP scheme.

  14. sir, iam a lab tech.my regular service is from 24-1-1992. some my personal problem i have unthorised leave for five months.i have applied for study for two years from 1998-2000.i sanctioned my leave as loss of pay i.e EOL. i have got financial problem so i discountinued my study with in 11 months
    and i joined the duty. i have submit the study bonafide for this period. sir pl inform me by Email can this service count as regular or not. thanks.(mohd shameemuddin aziz nims hospital

  16. i have been joined as msw in pay scale of 1600-2660.in 3-1-1997 i have been promoted in pay scale of 6500-10500.as a msw grade 1.my question is what will be next acps with which grade pay and pay bande to be givenme and when? problem is that we have a cadre of 8000-12000 post as a s.o. but at present it moved with post in scale of 10000…. as a c.s.o..
