OFFICE MEMORANDUM

Subject : Modified Assured Career Progression Scheme for the Central Government Civilian Employees – Clarification regarding.

A joint committee is set up to examine the anomalies pertaining to the Modified Assured Career Progression Scheme (MACPS) vide Department of Personnel & Training O.M.No.11/1/2010-JCA dated 03-05-2010.

2. During the joint committee meeting it was pointed out by the Staff Side that the word ‘new organization’ of the last line of para 24 of Annexure-I of MACPS dated 19.05.2009 was not in consonance with the spirit of the Scheme. The issue has been examined and it is clarified that in case of transfer ‘including unilateral transfer on request, regular service rendered in previous organization / office shall be counted alongwith the regular service in the new organization / office for the purpose of getting financial upgradation under the MACPS. However, financial upgradation under the MACPS shall be allowed in the immediate next higher grade pay in the hierarchy of revised pay bands as given in CCS (Revised Pay) Rules, 2008. Para 24 of MACPS stands amended to this extent.

The Staff Side also raised an issue on the ‘benchmark’ for MACP as given in para 17 of Annexure-I of MACPS dated 19.05.2009, which provides that the financial upgradation would be on non-functional basis subject to fitness, in the hierarchy of grade pay within the PB-1. Thereafter for upgradation under the MACPS, the benchmark of ‘good’ would be applicable till the grade pay of Rs.6600/- in PB-3. The benchmark will be ‘Very Good’ for financial upgradation to the promotion to the grade pay of Rs.7600 and above. It was pointed out that in some cases the promotion to the next higher grade was made on the basis of ‘fitness’ as the method of promotion as specified in the relevant recruitment rules, was ‘non-selection’. Therefore, such cases benchmarks should not be insisted upon under the MACPS. The issue has been examined and it is clarified that where the financial upgradation under MACPS also happen to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefits under MACPS as mentioned in para 17 ibid, the benchmark for promotion shall apply to MACP also.

4. All Ministries/Departments may give wide circulation to the contents of this O.M. for general guidance and appropriate action in the matter.

    1. I am stenographer Gde-I and completing 30 years of service by Jul 2018.
    2.My last promotion was May 2000 as Steno Gde-II and I have not received any promotion thereafter.
    3.My last MACP was in Sep 2008.
    4.Now the department is conducting DPC.
    5.My GP was 4600 before 7CPC.
    6.May I request to please clarify about my pay fixation, whether will I get MACP also even after my promotion to higher grade by the DPC.
    6.Lastly, If MACP granted in Sep 2018, and can DPC grant me promotion if I am found fit (all my CRs are outstanding).

    I joined as LDC in the govt. service in the year june 1997, i got promoted as UDC (higher grade) in the year August, 2008. Tell me whether i am eligible for first MACP in the year 2007 after completion of 10 years of service in the same grad

    can get grade pay Rs 4600/- under MACP- III after completion of 30 yrs of service.
    (by crossing grade pays
    1900-2000-2400-2800-4200-4600)

    one of my colleague completed his 30 yrs of service prior to 31.08.2008
    in ministry of defence ( DGQA ).
    He is Technician ( SS ).
    Till now he is getting grade pay of Rs 2400.
    kindly provide the dopt order number or reference by means of which he can demand for grade pay Rs 2800.

  5. Sir,
    I have join the service as Junior Engineer (Civil) on 01.09.2003 and scale 4500-125-7000. But that time as per CPWD norms my scale Rs 5000-150-8000, accordingly I was claimed for correction of my scale which was not corrected that time. As per 6th pay commission my department was not corrected my pay band and given the pay band PB 1 – 5200-20200 (G. P-2800) instead of 9300-34800 (GP-4200). But I got first MACP after rendered 10 years services 01.09.2013 in pre-revised pay scale of 9300-34800 (GP-4200).
    But Ministry of Health, GOI corrected the pay band 9300-34800 (GP-4200) as Junior Engineer (Civil) since w.e.f 01.01.2006. and present drawn the salary as per correct pay band i.e 9300-34800 (GP-4200)
    Sir my department now MACP proposed w.e.f 2006 to 2016, but my sevice joining date as Junior Engineer (CivIl) was 01.09.2003. So, Sir give me a exact MACP period which will correct 01.09.2003 to 01.09.2013 or 2006 to 2016 and what will be my present MACP Grade pay. It’s right or wrong

  6. One Industrial Employee of MES Organisation whos pay fixed on 6th CPC Rs. 6400 and GP 1800/-, then he got MACP 1 for Rs. 7450 and GP 1900 and MACP 2 Rs. 7730 and GP 2000/- on 1/9/2008. Now he has promoted to GP 2000/- on 28/11/2011. In this case does he got promotion fixation 3% on 28/11/11 or not ?

  7. I HAVE COMLPETED 30 YEARS ON DEC2013. MY GRADE PAY IS 4800/-..I GOT PROMOTION IN THE MONTH OF OCTOBER 2013.BUT I REFUSED THE PROMOTION.NOW WHEN I GET MACP.

  8. Sir, I have been joined as a LDC in 1995 and got promotion as a U DC in 17.12.2003, I have been completed 10 years on 17.12.2013,as per MACPS norms, deptt.has given Grade Pay fixed on 2800 instead of 4200. Please clarify whether I am eligible for the 4200 grade pay or not.

Sir, a Group Officer joined in this department during 1995 and left from officer without any reasons for the period of 2 years.after lapse of 2 years, he rejoined in the same post, he is asking for financial upgradation under macp scheme. is he eligible for macp? since the official belong to reserved category

  10. an officer left from the department for the period of 2 years and rejoined in the capacity is he eligible for macp total length of service is 12 years including absent period?

  11. sir, I joined the education department as GTT on 13.01.1994 and got my first promotion on 26.03.2003 i.e. after 9 years . now I want to know when I will get my second acp.

  12. I am working as a Head Mistress with a basic pay of Rs24500 and Grade Pay of Rs.66oo.Iwill complete 10 years in the present GP in Nov.2013 .As per the MACP recommendations I am due for next revised grade pay
    this year.Pl. let me know from which year my bench marks will be considered for this.

  13. sir, wrt Dopt order dtd. 4.10.2012, whereby good in ACRs wd be treated as Very Good for MACP-III,kindly advise,where is it actually applicable. o/o Dev. commissioner (handicrafts) seems not to agree to this context, insofar GP7600/- from MACP_II to MACPIII bench mark of “very good” is concerned.

  14. My Details are: I joined the Central Govt.in 1997 and got one promotion in my service,I retired in June 2010 after completion of my 32 years service after getting II ACP under grade pay 6600. I inquired with my department about the III MACP they say that I am not illegible since my ACR is “GOOD” Sir,being SC candidate whether my ACR can be consider as “Very Good”

  15. What happens when a person is promoted to the higher post and the attached Grade Pay with the higher post is LESS THAN of the grade pay that the person is already drawing.

    My Details are:

    I joined government service in 1990 in the scale of 2000-3200 on a non-ministrial, non-gazetted group “B” post. After 5 CPC the scale was converted to 6500-10500. 1st ACP was given in 2002 to 7450-11500. 6 CPC attached GP 4600 to my post. I was given GP 4800 w.e.f. 1.1.2006. In 2010, due to 2nd MACP my GP was 5400 + (TPT 3200 + DA). Currently my basic is Rs. 24000.

    Vacancy occurred containing details:

    Now in my department, a post is to be filled as General Central Service Group “B” Gazetted Non-Ministerial under PB 2 of Rs. 9300-34800 with grade pay of Rs. 4600. The Mode of selection is Promotion / Deputation. The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Application of the departmental candidates holding next lower position with two years’ regular service in the grade shall also be considered along with those of outsiders and in case the person is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

    Query is :

    How and what BASIC, GP, TPT allowance of the departmental candidate are fixed if the person who is otherwise eligible and gets selected to the advertised post ?

  16. Dear Sir,
    I joined as LDC on 01.04.1996. I have been promoted to UDC in the pay-scale of Rs.4000-100-6000(Pre-revised) on 01.04.2003. My next time-bound promotion to “Assistant” was due on 01.04.2009. While the case of my promotion was under active consideration ,the Govt. of India notified the implementation of the MACPS on 19.05.2009. The VI PC was implemented on 01.07.2009 in our organisation,without seeking any option from me that whether I want to accept the promotion to Assistant grade in the pre-revised V PC or the VI PC in UDC since my case of promotion was under active consideration for disposal. Had it been asked, I would have preferred first my promotion to Assistant Grade in V PC. Would you kindly clarify whether I am eligible to have a promotion on my due date i.e.01.04.2009?

  17. Sir, I have been working as UDC.During fixation of pay under MACP my grade pay fixed at Rs.2800/-. What is the norms of fixation of GP? & How calculate it. Please explain

    I have been working as Sr Scale officer in pay band 15600-39100 with Gr- Pay as Rs. 5400/-. During fixation of pay under MACPS in pay band 9300-34800 my grade pay has been fixed as Rs.5400/- After completion of 3 years service in JS I was placed in pay band 15600-39100 with the same grade pay. Please advise whether I can be given one increment on promotion to pay band 15600-39100. I shall remain thankful to you
