    I am a group A officer serving in Defence Research and Development service, which is categorised as non-organised service as per government’s list. I have finished ten years of service in PB-4 with grade pay of Rs 8900/-. Please clarify whether I am eligible for Non Functional Upgradadtion to to higher scale with GP of Rs 10000/-

  3. I am superintendent with customs,excise at nagpur.
    As per my pay scale i am not entitled for air travel. Last month i went from nagpur to delhi for official work by AC II (rajdhani Express) The fare was Rs.3100/. However, I returned to nagpur from delhi by indigo flight costing Rs.1800/- since the rail ticket was unavailable at that moment. My office has now refused me the air fare on the ground that i am not entitled, although it is lesser than the rail fare..
    Pl let me know if there is any circulars/instructions in this regard, and whether i am eligible for that portion of air fare.

  4. I have been enrolled in police deptt.in August 1986 as Constable in state police. Before Oct.2012, grade pay of my junior was Rs.1900/_who has been enrolled in Jan.2010 and my grade pay was Rs.2400/-. From 1.10.2012 grade pay of constable was revised from Rs.1900/- to Rs.3200/-& pay band was also revised from Rs.5910-20200(grade pay Rs.1900/-) to Rs.10300-34800 (grade pay Rs.3200/-). Now from 1.10.2012, my grade pay is Rs.3200/- and grade pay of my jonior(enrolled in 2010) is also Rs.3200/-.Should my pay or grade pay be upgraded from Rs.3200/-on 1st, 2nd & 3rd financial upgradation or not under MACPS?

The orders for Dearness relief to pensioner of central autonomous bodies where 7th pay commission has not been implemented due to some administrative reason or oversight by concerned ministry are awaited. We pensioners are facing financial hardship and waiting for some increase as the same is awaited from 1..1..16.
    Kindly issue the guidelines for the same so that they release the payment.

  8. On a specific date in august 2018, who amongst the two persons will be senior:

    Person A: Lower grade pay but joined/promoted as professor earlier

    Person B: Higher grade pay but joined/promoted as professor later

  9. I am working in general insurance, going to be retired in Dec of this year. However,office is asking me for validity of caste certificate,which I cannot. What are the latest rules/provisions regarding the same.

  10. I joined in ICAR., an autonomous body of GOI on 6th March, 2006 and I was promoted to the next grade on 6th March 2011. But at that time I could not give the option for fixation of pay as I was on study leave to pursue my doctoral programme and because of that I am getting one increment less than the person who were promoted on a latter date (July). I want to know whether there is any rule to refix or stepping up so that it will be at par with those employees who joined on a latter date (July 2006).

  11. I have purchased an air ticket from Air India through make my trip for an official tour. I am not entitled to travel by air. I am entitled to travel by AC-II. My department is saying that I will not get a single rupee for my journey since I have not purchased ticket from Air India site or through authorized travel agents.. My contention is that I should get the amount limited to AC-II fare. Please clarify the rule position with relevant orders.

In 2001DPC was held for 2 posts of sr technical officer.both post where u/r i was aligible and considered but somehow one post was given to general while other one was given to Sc candidate.case was expidited in MOH&Dopdt.finaly order as it was worragly done,i was also given first adhock and a year later parmanent post was givento me , seniorty list was also corrected.now in this prosses I am one increment behind the above said candidate.my intitute is not cosidering this why should I be in loss of one increment.kindly advise what to do.administration has already accepted the misteke in writing.

    Please state whether on getting officiating promotion I will be granted with what Grade Pay in the Pay Scale.

  15. Dearness Relief order effective from 1st July 2016 for pensioners of central govt. employees was issued on 16th November, 2016 but it is a pity that the Dearness Relief order for pensioners of central govt. funded autonomous bodies has not yet been issued even after a month.

As per RBE 103/2008 of 4th Sept. 2008 (Para13) ,Fixation of Pay on Promotion on or after 01.01.2006:(i)In the case of Promotion from one grade pay to another in the revised pay structure, one increment equal to 3% of sum of the pay in the Pay Band and the existing Grade Pay will be computed and rounded off to the next multiple of 10. This will be added to the existing Pay in the Pay Band. The Grade Pay corresponding to the Promotion Post will thereafter be granted in addition to this the Pay Band. In cases where Promotion involves change in the Pay Band also, the same methodology will be followed. However, if the Pay in the Pay Band after adding the increment is less than the minimum of higher Pay Band to which promotion taking place, Pay in the Pay Band will be stepped upto such minimum.

    As per Annexure to PC-VI/2008/I/RSRP/i(PCVI/2),Annexure ‘B to RBE 108/2008 for commercial clerks in the pre revised scale of Rs. 6500-10500 is Rs. 4600/- and as per Note No.2 in categories as given in the annexure where the pre revised scale Rs.6500-10500 is to be placed in higher replacement of Grade Pay Rs.4600 in PB2(Corresponding to pre revised Scale of Rs.7450-11500. , wherever posts already exist in the pre revised Scale Ra. 7450—11500(GP Rs.4600 in PB-2) they will stand merged along with functions.Rationalisation of functions as also revised designation etc.for the merged posts as well as for whose posts in categories/cadres where the apex grade pay of Rs. 4600 has been introduced, would be issued by Board separately.

    Subsequently Board has issued the guidance with regard to grant of revised pay structure of grade pay Rs.4,600 in the Pay Band PB-2 that existed in the pre-revised Scale of Rs.6500-10500 as on 01.01.2006 and which were granted the normal replacement pay structure of Grade Pay of Rs.4200 in the Pay Band PB-2. As per which the Grade Pay of Rs.4600 in the Pay Band would be granted grade pay of Rs.4600 in the Pay Band PB2 corresponding to the pre-revised scale of Rs.7450-11500 w.e.f. 01.01.2006.Further in terms of provisions of CCS(RP) Ruls,2008, in case a post already existed in the pre revised Scale of Rs.7450-11500, the posts being upgraded from the Scale of Rs.6500-10500 should be merged with the post in the Scale of Rs.7450-11500. There was no pre revised scale of Rs 7450-11500 for Commercial Superintendents (Commercial Clerks). There is no specific mention about upgradation of pre revised scale Rs 6500-10500 with Rs.7450-11500 wherever the post not existed.

    Taking the above into consideration, it implies that pre revised Scale of Rs.6500-10500 is merged with Scales of Rs.5000-8000, and Rs.5500-9000.

    I was promoted to pre revised Pay Scale of 6500-10500(Grade Pay Rs. 4600/-) w.e.f. 28.05.2008 i.e in the pre-revised Pay Structure during the period between 01.01.2006 and the date of notification of CCS(RP) Rules 2008 and at that time my Basic Pay in Pre Revised Pay was Rs.7,100/-My Basic Pay was fixed at Rs.18,500/-

    I hope that conditions mentioned in the circular (RBE 33/2016) are fulfilled by me for which the details are as under:
    1. My promotion had taken place between 01.01.2006 and date of notification of CCS(RP) Rules 2008 i.e. on 28.05.2008 and the pre revised scale of Rs. 6500-10500 is a promotional grade for the feeder grade scale of Rs. 5500-9000 and these posts I,e. Scale of Rs. 5500-9000 and Rs.6500-10500 are in a single post/grade (In Pay Band of Rs.9300-10500) consequent upon promulgation of the CCS(RP) Rules 2008
    2. I had opted to come over to the revised pay structure prior to the date of notification of CCS(RP) Rules 2008.
    3. The scale of Rs.5500-9000 & Rs.6500-10500 were merged vide RBE 108/2008(The First Schedule Section 1 pre revised post scale of Rs.5000-8000,Rs.5500-8000 and Rs.6500-10500 were merged with grade pay of Rs.4200.
    Whether I am eligible for refixation of basic as per above.

  18.     As per Revised Pay Structure ( RBE 108/2008), the Pre Revised Pay Scale of 6500-10500(Gr.Pay Rs.4,600/-)(PB2) was merged in the Pre Revised Scale of Rs.7,450-11,500(PB2)(Grade Pay Rs. 4,600/-) for which revised Corresponding Pay Bands/Scale is Rs. 9300-34,800(Gr. Pay 4,600/-)Vide RBE 103/2008.

    As per RBE 108/2008 dtd 11th Sept.2008 , Annexure ‘E’(Fitment Table), the minimum (Pre-revised Basic Pay of Rs.7,450( in the grade 7,450-11500)(Grade Pay Rs.4,600/-), revised Basic Pay is Rs. 18,460/-(Pay 13,860 + Grade Pay Rs.4,600/-) and if one increment equal to 3% of sum of the Pay Band is computed it comes to Rs. 19,020/-(Basic 18,460+One increment of Rs.553.80=19,013.80 rounded off to next multiple of 10)
    Whether I am eligible for refixation as above.
