DA Calculation Sheet: The DA for Central Government Employees was earlier calculated based on the consumer price index with the base year 2001. The Central Government replaced it with a new consumer price index with the base year 2016 to calculate the DA from September 2020.

  1. Labour bureau has released cpi-iw for October 2020 on 27th November. It stands at 119.5 in new series. Kindly calculate the da/dr entitlement for CG employees and pensioners. Thanks.

The DA increase is having a habit of ending in 0.9… on many occasion after implementation of 7 pay commission.For reasons may be other than reality.This needs to be gone into.It is a matter for consideration of Association to take up with govt to rounding off on the basis of more than or less than 0.5 principle.

  9. *Supreme Court decision*

    FOR INFORMATION OF ALL PENSIONERS
    Dear friends,
    It is surprising that a land mark judgement delivered by the Supreme Court of India on 01 07 2015, Civil Appeal no. 1123 of 2015 has gone unnoticed and except for a brief letter from Shri S R Sen Gupta to IBA, no other union has taken any steps. The salient features of the judgement:

    1. The bench has authoritatively ruled that Pension is a right and the payment of it does not depend upon the discretion of the Government. Pension is governed by rules and a Government Servant coming within those rules is entitled to claim pension.

    2. The judgement has recognised that the revision of pension and revision of pay scales are INSEPARABLE.

    3. The bench has reiterated that on revision the Basic pension cannot be less than 50% of the Basic Pension in the minimum of the Pay Band in the revised scale corresponding to the pre-revised scale.

    4. The government CANNOT take a plea of financial burden to deny legitimate dues of the pensioners.

    5. The Government SHOULD AVOID unwarranted litigation and not to encourage any litigation for the sake of litigation.

    6. When pension is upheld to be a right and NOT A BOUNTY, as a corollary to the averment that revision of pension and revision of pay scales are INSEPARABLE, upgradation of pension is also a RIGHT AND NOT A BOUNTY.

    THE JUDGEMENT IS BASED ON THE DECISION ON D S NAKARA CASE.

    The judgement is very clear and I wonder how no one has noticed the important aspects and why no one has taken up the matter with the Govt.

    Why no one has reacted to the judgement is surprising and perplexing.

  10. Is the orders for release of dr for central government pensioners from january 2020 getting delayed or will not be issued. The pensioners greatly depend upon this increase to make both ends meet

    • At this moment of national crisis due to corona epidemic,priorities for the national govt has naturally changed.I am sure the pensioners requirement of early action with regard to increase in deafness relief will be taken in a day or two,as the central staff have resumed duties yesterday after lock down.

  11. D.A. for CG Employees and cge pensioners w.e.f. 1.1.2020 has been finalised and 4% increase has been confirmed and D.A. goes upto 21%. D A orders may be issued in March, 2020.

    As per latest labour bureau indications, if the inflationary trend continues as is, the future DA w.e.f. 1.7.2020, is expected not below 6% i.e., 27% for CG Employees and pensioners.

    One more is that,, if DA crosses more than25%, as per 7th CPC recommendations, some allowances like HRA @27% for A1/A Metro Cities, 18% and 9% in other cities instead of 24%,, 16%, 8%, automatically increases for CG Employees .

    IF DA crosses more than 50%, the increase will be like 30%, 20% and 10% depending upon the classification of Cities as per 7th CPC X,Y,Z.

    So, finally, there will be two instalment of DA increases and one Increment of 3% and increase of 3% of HRA in A1/A cities is expected during 1.1.2020 to 31-12-2020, one DA increase in March, 2020 as 4%, Increment of 3% and HRA increase of 3% and second half DA increase of expected 6% w.e.f. 1.7.2020. Approx. 4%+3%+3%+6%=16% increase expected during this T20 year.

    Inflation is very high. Govt decides not to give any IT exemptions in future, instead gave option to choose either old IT Tax regime with exemptions or new IT tax regime without giving any exemptions. Ultimately Poor low middle class CG employees have to suffer, as per my analysis.

    Dear colleagues, any suggestion.

    Regarding TPT allowance,

    • Income Tax 2020-21 New Regime do not have any advantage or benefit to the Tax payers. But wide publicity was given assuming more benefits. Let us see how many per cent of tax payers opt for new regime; The Govt. at least reveal the correct data on this issue and should not misguide the public in general and tax payers in particular.
