9 Key points you must know about the 7th Pay Commission

Here are nine key points you must know about the Seventh Pay Commission:

1. Around 48 lakh central government employees and 55 lakh pensioners will benefit from the Seventh Pay Commission.

2. The Pay Commission was set up by the UPA government during its regime. The recent changes have come under the influence of the NDA government.

3. Former IAS officer Vivek Rae, economist Rathin Roy and Commission secretary Meena Agarwal are members of the commission among others.

4. The salaries of IPS and IRS officers will get at par with that of IAS officers under the new commission.

5. In order to cut down parity, the number of pay bands will be reduced. At present, there are 32 pay bands, which will reduce to 13.

6. The central government’s salary bill will rise by 9.5 percent to Rs 1,00,619 crore after the commission takes effect.

7. Under the pay commission, the government can cut down salaries of the ‘underperforming’ central government by 5 to 6 percent.

8. The duration of service will also be reduced to 55 years of age or 33 years of service.

9. The Seventh Pay Commission is said to increase basic salaries by 30 to 40 percent. The basic salary set in the First Pay Commission was Rs 35 per month.

At present those retired employees who have opted out of the CGHS or those whose residence does not come under CGHS are paid Rs 500 per month per family while for those under CGHS the govt spends thousand of rupees per month per person.This is great injustice as Rs 500 is too small in view of the high rise in price of medicines and cost of treatment.It should be raised to at least Rs 3000 per month

  2. Children Education Allowance should be given upto post graduation and amount should be categorised on the basis of grading of city.

  3. Reducing retirement Age 55 years or 33 years will creates unsatisfaction in Central govt Employees. I request to Pay commission to delete the above recommendation to sacrify the Central govt Employees.

  4. Over a period of 69 years, since first pay commission, the civil services (Read IAS and IPS) have made mockery of pay commission system’. In 1st CPC they reduced the salaries of defence officers immediately after independence stating that they are too many of them and the country can not afford to pay high salaries (This was when Army was fighting war in Kashmir). In 2nd pay commission the basic pay was braught at par with IAS. After Bangladesh victory, the defence forces were REWARDED by 3rd CPC with reduced pensions from 70% of the basic pay to 50% and increased their own from 33% to 50% (in 1973) since they convinced the govt that only they fought war with Pakistan, with China and US 7th fleet daring into their eyes, while sipping tea in their cosy offices in Delhi or munching monkey nuts in the sprawling lawns of their offices. In the 4th CPC, they deceived the defence officers in the name of Rank Pay. To get back rightful dues for every one, one Major Dandaplani went broke while fighting the case upto Honourable Supreme court,. Even after this, some have been wrongfully denied and remaining have not been paid fully. In the 5th CPC the IAS wanted 20% higher basic pay than any other central govt service calling themselves to be elite.
    After Kargil War, Defence forces, who are almost 25% of the central govt employees, were once again REWARDED as they went unrepresented in the 6th CPC. The pay commission very shamelessly stated that the ranks of the defence forces have been generally at par with that of IPS. The chaos of granting Pay Band V to the Lieutenant Colonels (while during the review for this very purpose, they very cleverly created another Grade Pay of Rs 8000.00 for themselves) and Military Service Pay to JCOs/OR is well known.
    Even in the 7th CPC defence forces are likely to REWARD ED no better than earlier as we have seen the chaos at Jantar Mantar in Delhi and once again they are unrepresented.
    When it comes to so called perks and privileges, the IAS and IPS use and misuse everything within their reach. To have first hand information, one has to speak to the people working for them or approach their staff for some official work. Statement one of my colleague, whose elder brother was a IPS Officer,will sum up- most honest IPS Officer has 30 police men working at his house.
    And now they do not want to be equated within themselves also.
