Revision of Pension & Grant of Dearness Relief to Autonomous Body Pensioners – Confederation Message

Pensioners & Employees of Autonomous Bodies are requested join 23rd May 2017 Mass Dharna in front of Finance Ministers office organized by Confederation of Central Government Employees & Workers.

The above issue was raised in the Standing Committee meeting of National Council (JCM) by Com. K. K. N. Kutty, who is the President of Confederation and Secretary General of National Coordination Committee of Pensioners Association (NCCPA) as an out of agenda item. Finance Ministry has repeated it stand as follows:

“Employees of Autonomous bodies are not Central Government employees and they are not covered with the terms of reference of the CPC. Therefore, like the previous pay commissions, the recommendations of the 7th CPC are not directly applicable to the employees of Autonomous Bodies. The Govt. has taken specific decision and has extended the benefit of 7th CPC to the employees of Autonomous Bodies and accordingly Finance Ministry has issued instructions contained in OM No. dated 13.01.2017.

The Central Government does not issue any instructions regarding implementation of recommendations of CPC pertaining to Pension in respect of Autonomous Bodies. The Ministry of Finance has not issued orders, earlier also, with regard to extension of orders relating to pension, as per CPC recommendations, to the retirees of Autonomous Bodies. The appropriate decision is to be taken by the concerned Autonomous Body in consultation with the concerned Administrative Ministry in keeping with the practice on the previous occasions and also in the light of the Rules and Regulations/Bye-laws governing the services conditions of the employees of the respective Autonomous Bodies.”

Confederation of Central Government Employees & Workers has included this issue as an important demand in the proposed mass dharna being organized in front of Finance Minister’s office New Delhi on 23.05.2017 (in addition to other demands like Revision of Allowances w.e.f 01.01.2016, increase in minimum wage and fitment formula as assured by the Group of Ministers etc.) Pensioners and employees of Autonomous bodies are requested to participate in the mass dharna in large members. Confederation is the only organisation of serving employees which is relentlessly fighting for the cause of Employees and Pensioners of Central Government Services and Autonomous Bodies.

    Taken revised salary arears ,even some
    Organization got revised pay but after retirement pension was fixed on old salary what a joke

    We thank you for the efforts taken by the president confederation of Indian workers and employees particularly for autonomous body pensioners. It was particularly decided that the MHRD should issue a separate orders for sanctioning revised pension as per VII CPC recommendations to autonomous bodies. The MHRD is delaying the issue very much even after completion of nearly 2 years. One way the govt. of India is appreciating the autonomous bodies for their services in these educational institutions by giving awards and other way the govt. is not giving proper importance to the people who have served and retired from these institutions . This shows the partiality of the G o I . Please look into these anomoly seriously and unless errodicate such activities ,India can not come forward in the higher education field effectively ,comparatively in the world education and people will not concentrate in field of teaching.

  3. Pensioners of Kendriya Vidyalays are denied the payment of dearness relief (July 16 & Jan.17) 7% & 4% – 6cpc beneficiaries. Representations to PMO has not yielded any results so far.

Really autonomous bodies employees are abandoned by GOD, Always we cannot get any 7th pay commission benefits from this great BJP government, We request that, kindly issue clear cut order, “Autonomous bodies employees are not eligible for get any 7th pay benefits” after that we are doing our work without anticipated from this government, Please clarify as soon as possible.

  6. After 70 yrs of Independence present govt led by honble shri Narendra Modi ji & fin min found the autonomous bodies are not cgvt organisation sorry to say that days may come when scientific research & development will be collapsed.

Main opposition & others honble MPs are not taking any interest in the affair of pensioners of autonomous bodies it may be they may not aware of the govt policy of devid? & rule in cgvt employees Further if CCS Conduct Rule is strictly applicable for autonomous employees with other cgovtrule then it is clr that govt policy is I’ll.

  8. VERY UNFORTUNATE ON THE PART OF THIS BJP GOVT, THIS GOVT. HAS ELIMINATED THE AUTONOMOUS BODIES FROM THE LIST OF GOVT BODIES, SUCH BEHAVIOUR SHOULD NEVER BE ACCEPTED

  9. This BJP govt. Is playing hide and seek game with fundamental rights reserved to Pensioners belonging to Autonomous bodies. Now the BJP GOVT. is in power so it is doing divide and rule. The IAS lobby is not fighting for us either. This kind of attitude will be reflected in the next elections in Delhi. We may support our association.
