OFFICE MEMORANDUM

Subject : Child Care Leave (CCL) in respect of Central Government Employees as a result of Sixth Central Pay Commission recommendations Clarification—regarding.

The undersigned is directed to refer to this Department’s O.M. No.13018/2/2008-Estt.(L) dated 11/09/2008 regarding introduction of Child Care Leave (CCL) in respect of Central Government women employees. Subsequently, clarifications have been issued vide OMs dated 29.9.2008, 18.11.2008, 02.12.2008 07.09.2010, 30.12.2010, 03.03.2010 & 05.06.2014. Child Care Leave at present is allowed for women employees to facilitate them to take care of their children at the time of need. This Department is considering issuing the following instructions:-

‘In cases where a female Government servant applies for Child Care Leave for at least five working days, she should normally not be refused leave citing exigencies of work unless there are grave and extraordinarily compelling circumstances that warrant refusal:

  1. CCL are the most controversial. They have been announced with making proper arrangements such as employing personals on locum basis to fill the gap of employee absence. There are no dearth of orders whereas the employee has been assured to avail CCL but in practicality there are more refusals than the grants. For some the CCL are almost non existent .I am working as doctor in Agra govt. urban primary health center, have not been granted CCL for many years .Now my 2nd child who is in 10th is under stress and I am worried and getting consultations.He will be completing 18th in march 2022 . I have more than 700 CCL in my account. And I have been denied CCL and is being threatened of disciplinary actions . I am under stress . Please tell what to do ?

I am ccl expire before one month apply for ccl extend but my leave not be extent and my 47 days ccl period section EOL with out Medical certificate I am serval letter corresponded my higher authority but not any result and i am meet my higher authority he is asked ccl is as per rule not existence so please sir guide me what to do

    I apply for Child Care Leave
    but my employer refused by saying that it is not allowed for adopted child.
    i m single parent and working in Basics Shiksha Parishad as a teacher.

My wife who is working as doctor in Delhi Govt. dispensary has not been granted CCL for many years. If granted, that too for minimum period of 15 days with the condition that she would visit the working place for work. It has happened that she had visited the dispensaries on all the days during CCL. Now my 2nd child who is in 11th-12th is under stress and we are worried and getting consultations. She will be completing 18th in next January in 2019. My wife has more than 500 CCL in her account. And she has been denied CCL and is being threatened of disciplinary actions. We are under stress. Strangely even the women in charges, who have consumed all of their CCL are also opposing the grant of CCL not only to my wife but also to other unfortunate female doctors who have no approach. Please tell what to do?

  7. I am working in a government-aided school in west bengal. I am a single parent of my 7 years old child. I have applied for c.c.l. about 2 months ago for my child’s examination.

    But the school authority has refused my application due to annual examination in school. No other teacher has applied for c.c.l. at this time.

    H.S. school.
    Number of Students = 1000
    Number of teachers = 21 (including H.M.)
    2 teachers is in maternity leave.

    Am I able to avail the c.c.l. this time?

  8. I working as Steno-cum-Typist in ICSSR Northern Regional Centre. My daughter is in 10th Std. and I want to take CCL. But the problem is that I am on 5th Pay Commission. Please guide me.

My wife is working as a teacher (permanent) in primary MCD school South and tranfered other mcd school on deputaion (same zone & same department.My daughter is studying in 12th class and weak in study.So my wife want to ccl.The principle told to my wife do not avail the ccl transfered on deputaion employees.

I am working in kvs my both the kids are blow three years my principal has refused it to grant me the ccl n gave the cause of exigency of services even After producing the medical certificate n she dies non me a please let me know where can I go to take child care leave n my grievances related ccl.
