Thomas Isaac said here on Saturday that the new wage structure for more than 5.5 lakh-odd government employees including teachers in the State would come into effect from April 1, 2011. Tamil Nadu Revised Scales of Pay,2009— Revision of scales of pay based on the recommendations of One Man Commission 2010 – Orders issued – Fixation of pay of employees in Selection Grade / Special Grade in the revised scales monetary benefit to be given effect from 1—8—2010 based on the recommendations of One Man Commission – Regarding. Fixation of pay of re-employed pensioners -Treatment of Military service Pay The undersigned is directed to refer to the orders issued vide OM dated 5.4.2010 on fixation of pay of re-employed pensioners. These orders inter-alia lay down that on re-employment in civilian organizations, Military Service Pay shall not be admissible. However, the benefit of MSP given to all retired Defence Forces officers/personnel by reckoning it at the time of calculation of their pension (notionally in the case of pre-1.1.2006 pensioners) should not be withdrawn. Accordingly, while the pension of such re-employed pensioners will include the element of MSP, they will not be granted MSP while working in civilian organizations. The Jammu and Kashmir Government has approved the payment of arrears to its employees on account of implementation of the recommendations of the Sixth Pay Commission. The Cabinet, which met under the chairmanship of Chief Minister Omar Abdullah last evening, approved the roadmap for settlement of the arrears, an official spokesman said. According to the decision, the state government will mobilise its own resources to pay 50 per cent of the arrears while the Centre will be pursued to fund the balance amount, the spokesman said. The Tamil Nadu Electricity Board (TNEB) on Monday announced 20 per cent bonus and ex gratia for 69,621 employees for 2009-2010. The payment, comprising 8.33 per cent bonus and 11.67 per cent ex gratia, will be made in instalments, beginning Wednesday, Electricity Minister Arcot N. Veeraswami told reporters at the TNEB headquarters here. This will cause an additional expenditure of Rs.60.75 crore to the Board. For 9,600 contract labourers and 5,516 part time workers too, ex gratia of Rs.1,500 each will be distributed. The Cabinet Committee on Economic Affairs today approved non-plan budgetary support of ` 70.76 crore for liquidation of statutory dues (Provident Fund, Gratuity, Pension, Employees State Insurance and Bonus) and salary and wages from Jan.1, 2010 to Sept. 30, 2010 for the following 10 sick/loss making Central Public Sector Enterprises (CPSEs) under the Department of Heavy Industry: The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 77 days’ wages for the financial year 2009-2010 for all eligible non-gazetted Railway employees. The financial implication of payment of 77 days’ PLB to Railway employees has been estimated to be Rs.1065.42 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible employees is Rs.3500/ p.m. About 12.92 lakh non-gazetted Railway employees are likely to benefit from the decision. This will be the highest PLB payment ever to be made by Railways. PLB is based on the productivity indices reflecting the performance of the Railways. The Cabinet has approved the proposal of the Department of Public Enterprises to the effect that CVOs and other officers on deputation to the Vigilance Departments of CPSEs may be allowed the option of electing to draw either the pay in the scale of pay of the CPSE concerned or pay in the parent cadre plus deputation (duty) allowance and personal pay, if any. The CVOs and other officers on deputation to the Vigilance Departments in CPSEs will also be allowed all the perks, benefits and perquisites applicable to equivalent level of officers in concerned CPSEs. The CVOs and the vigilance functionaries will be able to work effectively and this will remove disparity in pay between the deputationists and employees of the CPSEs. This will also attract suitable officers/talent to vigilance departments of CPSEs.
