Seventh Pay Commission Committee for allowances

(a) the steps being taken by the Government for implementing the recommendations of Seventh Pay Commission;
(b) the details of the Committee constituted regarding allowances and minimum pay, domain and time-limit thereof;
(c) by when the recommendations of the Commission regarding pay and allowances will be actually implemented; and
(d) the reasons for delay in this regard?

Statement Annexed with the Rajya Sabha Starred Question No. 244 for 09.08.2016 by Shri Ram Kumar Kashyap on Seventh Pay Commission Committee for Allowances

(a) to (d): The Government has decided to implement the recommendations of the 7th Central Pay Commission relating to pay, pension and related issues. The resolution on Government decisions has been issued on 25.07.2016. The matters relating to pay and pension, as decided by the Government, have been implemented with effect from 01.01.2016. In view of the significant departure from the existing provisions recommended by the 7th CPC and a number of representations received from Employee Associations and other stakeholders in this regard, the Government has decided that recommendations on allowances, other than Dearness Allowance, be examined by a Committee comprising Finance Secretary as Chairman and Secretaries of Home Affairs, Defence, Health and Family Welfare, Personnel & Training, Posts and Chairman, Railway Board as Members for examination before taking a final decision. The Committee has been asked to submit its report within four months. This Committee has been constituted on 22.07.2016 and the first meeting of the Committee has been held on 04.08.2016.

  1. Mr Jaitly despises the defence forces more so when he was defeated by a spirited ex-serviceman and from the constituency where the voted of retired defence personnel matter a lot. He is out to demolish the defence forces of India. First he played havoc with the OROP and then to show saving of money in civil estimates, he decided that the retired defence personnel will be paid pension from defence estimates. This effectively means lees money for the modernisation of the forces. He along with Mr (Un/In) Justice Mathur, the infamous Chairman of the 7CPC are out to demolish the defence forces. Mr Mathur gave many recommendations that have the govt n the defence forces face to face. He openly stated in a TV show that the forces may not get the OROP but my recommendation of OROP for the civil side , the govt cannot go back. In another show he said that the defence forces should be equal the state level constabulary.
    The effects of what Mr Jaitly and Mr Mathur have done will certainly be seen after some time but the moot questions are that can the country afford and is Mr Modi understand what is being done by these not so gentlemen.
    Do we need any external enemy.

Mr. Arun jaitly is a lawyer by professional,so he has the habit of giving and taking dates…TARIQ PE TARIQ , HE IS THE DUMBEST FINANCE MINISTER IN THE HISTORY OF INDIA..AND OF COURSE THIS IS GOING TO BE THE LAST TENURE OF B.J.P GOVERNMENT. I WILL NEVER EVER VOTE FOR B.J.P FOR SURE..HOPEFULLY YOU ALL WILL FOLLOW SUIT,AT LEAST GOVERNMENT EMPLOYEES KEEP THIS PEOPLE IN MIND WHILE VOTING..JAI HIND..

  3. Govt. doesn’t have any interest in paying the allowance in this year. Mr. FM is trying to postpone the payment of allowances till next financial year by hook or crook i.e., nothing by referring to committees and setting time as four months etc., though everything was finalised by the 7th PC.
