OFFICE MEMORANDUM

Subject: Setting up of Implementation Cell, Seventh Central Pay Commission in the Department of Expenditure

An Implementation Cell for processing and implementing the accepted recommendations of the Seventh Central Pay Commission is set up in the Department of Expenditure, M/o Finance for a period of one year with effect from the 20th November, 2015, with the complement of staff structure as mentioned under:

2. Joint Secretary (Personnel), Deptt. of Expenditure shall head the Implementation Cell in addition to her current responsibility till the post of Joint Secretary, Implementation Cell is created.

3. This issues with the approval of Hon’ble Finance Minister.

  1. Military Service Pay (MSP) : Offrs 15200 , MNS 10200 and JCO and OR 5200. If it is Military Service Pay, it must be equal to all Ranks of Defence forces. We are requested to the Finance Ministry to revalidate this matter. It will be reduced the morale of tps. ORs and JCOs are the ground level team not MNS and Officers.

  2. HRA HAS BEEN REDUCED,WHETHER IT SHOULD BE INCREASED BUT INSTEAD IT IS REDUCED WITH NO SIGNIFICANT REASON.
    2.CCL FOR WOMAN EMPLOYEE HAS BEEN REDUCED TO 80%OF SALARY FOR THE 2ND PHASE OF 365DAYS OF LEAVE.IT OFFERS A STRONG PROTEST ,IT IS NOTHING BUT A RETROGRESSIVE STEP.THIS MUST BE REPLACED WITH 100%SALARY OPTION.
    3.THE RATIO OF MINIMUM AND MAXIMUM SALARY MUST BE REDUCED.IT SHOULD BE REDUCED TO 1:8.UNLESS DISCRIMINATION HAS BEEN NOTICED.
    4.MINIMUM SALARY SHOULD BE 26000AS DEMANDED BY JCA.
